The acquisition targets the state's joint IdM solution as a ready-made software with delivery projects, as well as related support, maintenance and other services.

Identity Management (IdM), means an identity and access management system.

The object of the acquisition is described in more detail in the request for participation and its annexes.

The procurement is carried out by means of a negotiated procedure in accordance with Section 34 of the Act on Public Procurement and Concessions (1397/2016, Procurement Act). This notification is a request for participation in the negotiated procedure.

The procurement procedure is a negotiated procedure, as the contracting entity has assessed that, for specific reasons relating to the nature, complexity and legal form of the contract and the risks involved, it cannot award the contract without prior consultation.

A preliminary description of the subject matter of the contract and other preliminary tendering material (public parts) are attached to this request for participation. Part of the initial tendering material is confidential and will not be available to the tenderers selected for the negotiation phase until the initial tendering stage.

The adjudicating entity has set minimum requirements for the subject-matter of the contract, which must be met by all tenders and which are not negotiated by the contracting entity. The minimum requirements for the subject matter of the contract are set out in the Annex to this request for participation, 'Annex 4.1 Non-negotiable requirements'.

The initial invitation to tender shall consist of the information contained in this call for participation, together with the attached preliminary tender documents and the subsequent confidential indicative tendering material to be submitted to the tenderers selected for the negotiation phase.
