The subject of the contract are forest management services as defined in art. 6 clause 1 point 1 of the Act of 28.9.1991 on forests (consolidated text: Journal of Laws of 2017, item 788, as amended - hereinafter: "the Act on forests") covering works in the field of forest cultivation and protection , fire protection, logging and skidding, hunting, secondary use as well as seed and selection, to be carried out at the Ełk Forest District in 2019.

The estimated total value of the contract exceeds EUR 144 000 and includes:

1. value of the basic order

2. value of the option right with 20% of the value of the basic order

3. value of anticipated 'similar' orders from art. 67.1.6 Public Procurement Law in the amount of 20% of the value of the basic order

Pursuant to the provisions of Article 24aa of the PPL, the Awarding Entity will apply an inverted principle of offer evaluation.

1) Provision of forest management services in forestry Kalinowo, Zaborowo, Stacze and Małe Laski

2) The material scope of the subject of the contract includes the sum of works in the field of forest breeding and protection, fire protection, logging and skidding of wood and hunting, side use as well as seed and selection resulting from Annex 3 to the ToR, which consists of Annex 3.1. - size of works according to activities, Annex 3.2. - difficulty zones and logging distances and Annex 3.3 - timber harvesting system.

3) A detailed description of the works (activities) included in the subject of the contract is included in Annex 3, respectively. The material ranges are listed in Annexes 3.1.-3.3. are estimates,

4) A detailed description of the technology for performing individual forest works (activities) included in the subject of the contract is included in Annex 4 to the ToR.

5) Descriptions of activity codes describing individual works (activities) included in the subject of the order are described in Annex 4 to the ToR.

6) Description of the rules for the procedure of acceptance of works is included in Annex 5 to the ToR.

7) The subject of the contract has been divided into lots (hereinafter: "Package") "

Package 1 - forestry: Kalinowo, Zaborowo, Stacze, Małe Laski;

Package 2 - forestry: Helmany, Przekopka, Buczki, Mleczno;

Package 3 - forestry: Bajtkowo, Nowa Wieś, Grabnik, Lipiny;

Package 4 - forestry: Prostki, Dąbrowskie, Mrozy, Czerwonka;

The Contractor may submit an offer for one or a maximum of 2 Packages [2 lots]. The offer submitted for a given Package must, however, cover the entire scope of work envisaged in the ToR for this Package.

8) The place of performance of the contract will be the administrative area of the Ełk Forest District. The implementation of the works included in the subject of the order for individual Packages will take place in the forestry area - appropriate for the given Package.

9) The provisions of items 7 and 8 do not prejudice the powers of the Employer arising from the model public procurement contract (Annex 13 to the ToR).

10) Due to the actual natural and weather situation that may occur during the implementation of the subject of the contract, as well as the unforeseen economic and economic situation, the Purchaser reserves the right to make reducing, increasing, finding new locations as well as suspending performing the actions indicated in the individual rows of the tables describing the subject of the contract. Increased corrections do not mean the introduction of new works not covered by the scope of the basic contract, and decreases do not mean complete abandonment of some works. They should be understood as increasing the number of works in one location, at the expense of reducing the number of works in another location - within the gross value of the subject of the contract. The corrections will apply to works carried out in the area relevant to the work included in the description of the subject of the contract related to the given lot. The need to increase the size of some elements of the contract being carried out in the course of the subject of the contract may also occur in order to implement the full scope of work described in the subject of the contract. The new location is determined as part of the subject of the contract.

11) The basic technology for logging is logging. The Ełk Forest Inspectorate allows for obtaining machine wood with multi-operational machines or harvesting sets for mounting on tractors. Machine acquisition does not apply to work on CP-P activity groups.
