The subject of the contract is the provision of cleaning services for office and utility rooms in the following facilities: Cisna Forest District, "Wołosań" Training and Recreation Center (hereinafter also referred to as: Ośrodek, OSW or OSW "Wołosań") and educational shelters at the Forest District and at "Koliba". The proceedings are conducted in accordance with the rules provided for the so-called "reverse procedure" referred to in Article 139(1), (3) to (4) of the Public Procurement Law. In accordance with the aforementioned provisions, the Contracting Authority will first examine and evaluate the offers, and then make a subjective qualification of the Contractor whose offer has been rated the highest, in terms of the lack of grounds for exclusion and meeting the conditions for participation in the procedure.
Package I – "Provision of cleaning services for office premises of the Cisna Forest District"The subject of the contract is the provision of cleaning services in office and utility rooms and in the bypass of the building of the office part of the Cisna Forest District. The total area for cleaning the Forest District – 592 m2. A detailed description of the subject of the contract is contained in Annex 2.1 to the SWZ (Description of the Subject of the Order – Package I). The Ordering Party informs that as part of the performance of the public procurement contract, the Contractor will not be a waste producer within the meaning of article 3 point 32 of the Act of 14 December 2012 on waste (i.e. Journal of Laws of 2021, item 779). The Ordering Party does not reserve the obligation of the Contractor to personally perform key tasks regarding the subject of the contract. The Contractor may entrust the implementation of elements (parts) of the subject of the contract to subcontractors. In the case of an intention to perform the subject of the contract with the participation of subcontractors, the contractor is obliged to indicate in its tender the part of the contract (material scopes), the performance of which it intends to entrust to subcontractors, and to provide the names of possible subcontractors, if they are already known. Such an indication should be placed on the Offer Form. Pursuant to Article 95(1) of the PPL Act, the Contracting Authority requires, in the performance of the subject of the contract, employment under an employment contract within the meaning of Article 22 § 1 of the Act of 26 June 1974 - Labour Code (consolidated text: Journal of Laws of 2020, item 1320, as amended) persons indicated in the Offer Form, who will be directed to the direct execution of the order (cleaning staff) - the so-called Employment Obligation. In the case of performance of the contract by the Subcontractor, the above obligation regarding employment under the employment contract shall be borne by the Subcontractor.The Ordering Party reserves the right to express or refuse to accept the employees intended for employment by the Contractor as cleaning services (cleaning staff). The Contractor undertakes that the Employees providing the Services will be persons who are not listed in the National Criminal Register, which will be confirmed by a written statement of the Contractor. Sanctions for non-performance by the Contractor of the Employment Obligation are specified in the draft contract constituting Annex 11 to this SWZ. The Contracting Authority requires the Contractor to whom it awards a public contract to carefully and reliably fulfill its obligations regarding the protection of personal data of its employees, contractors and subcontractors, in accordance with the provisions of Regulation 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repeal Directive 95/46/EC (hereinafter referred to as GDPR). In particular, the Ordering Party requires compliance with the information obligation specified in the provisions of Articles 13 and 14 of the GDPR. The contracting authority does not provide for the possibility of awarding contracts referred to in Article 214(1)(7) of the Public Procurement Law. The Ordering Party does not demand the provision of a security for the proper performance of the contract. The Ordering Party requires a deposit for Package I in the amount of PLN 1,100.00. A detailed description of the requirements for the security is given in Chapter 11 of the SWZ.

Total cleaning area: OSW Wołosań -about 2 015 m2; cottage Koliba 204,17 m2; Shelter at the cottage "Koliba" – 30 m2; Educational shelter at the Forest District – 123.45 m2.
