The subject of the contract is the delivery of e-services with equipment to partner municipalities of the Euroregion Bug, which is implemented under the project "Increased efficiency and availability of partner municipalities within the Euroregion Bug".
1. The subject of the contract is the delivery of e-services with equipment to partner municipalities of the Euroregion Bug, which is implemented under the project "Increased efficiency and availability of partner municipalities within the territory of the Euroregion Bug".
2. The main goal of the project "Increase in efficiency and availability of e-services of partner municipalities in the Euroregion Bug" is to increase the level of access to public services through the use of ICT to launch e-services of administration and increase the level of maturity of e-services operating so far. In addition, during the implementation of the above the purpose will take into account the needs of people with disabilities - access to planned e-services for people with various forms of disability will be ensured, in accordance with WCAG 2.0 standards. The implementation of the goal will take place through activities related to the purchase of modern ICT equipment, implementation of new information systems and implementation of services increasing the office's digitization.
3. Comprehensive implementation of the subject of the contract includes in particular:
1) delivery, installation, configuration and commissioning of computer, server, office equipment, computer network components, electronic signatures, server room security, anti-virus software necessary to implement e-services,
2) launch / development of an electronic documentation management system,
3) modernization of the mobile application,
4) expanding the functionality of the internet portal - adapting to WCAG 2.0 requirements,
5) launching the Customer Portal and e-services on the Customer Portal platform and the e-receivables module,
6) development of telecommunications infrastructure - the use of VOIP technology through the purchase of dedicated telephone sets,
7) delivery, implementation and launch of an e-service providing a local development plan and enabling the generation of excerpts from a local spatial development plan,
8) conducting an audit, implementing a security policy and conducting training for employees.
4. The detailed scope and manner of implementation of the subject of the contract, together with the specification of the minimum requirements is included in Annex No. 1 to the ToR - Detailed description of the subject of the contract and Draft Contract constituting Annex No. 2 to the ToR.
5. General requirements for devices:
1) Delivery of equipment to the headquarters of the Partner Municipalities in accordance with the quantitative summary provided in the Price Form constituting Annex 3a to the ToR.
2) All supplied devices must be brand new and come from the official distribution of the manufacturer.
3) All delivered devices must be marked by the producers in a way enabling trouble-free and unambiguous identification.
4) All delivered devices must comply with EU standards and have a CE declaration of conformity.
5) Warranty conditions - unless otherwise specified in the detailed description of the subject of the contract, the warranty period is 24 months. Warranty repairs must be carried out by the manufacturer or an authorized service partner.
6) All devices must be fully operational when delivered with Microsoft Windows or Linux operating systems or equivalent and in a LAN environment.
