General project management contract for the design and construction of the extension of the high-level bus line (Bulle 6) between Auchel and Lillers in the territory of Cabbalr.

A program for the operation has been drawn up and a provisional financial envelope has been determined. The planned route, starting from Auchel, passes through Burbure before joining Lillers. It will serve two high schools and a middle school, in addition to those already served, the Lillers SNCF station. The route could also serve the shopping center project. Alternative routes could be studied during the EP phase (preliminary studies) of the studies, in particular the opportunity to extend the BHNS Bulle 6 line to the Plantin industrial zone in Lillers. In accordance with the provisions of the public order code (articles L. 2421-2 and following), the program defines the objectives of the operation and the needs that it must meet, as well as the constraints and requirements of social and urban quality, architectural, functional, technical and economic, integration into the landscape and environmental protection, relating to the construction and use of the infrastructure of the BRT line. It is already specified that, still within the framework of the provisions of the public procurement code, the contracting authority will be able to specify and refine the program and the financial envelope when establishing the preliminary project. . This preliminary draft will again be submitted to the members of the trade union committee for approval. Following the approval of this program and the setting of the provisional budget for the operation, it will be necessary to appoint a project manager whose missions will extend from the EP phase (Preliminary studies) to the AOR phase ( Assistance with reception operations) of the project. An additional mission relating to the accomplishment of the various administrative formalities relating to the project will also be entrusted to the project management. the work program relating to the project management consists of:

- site installation, fencing, maintenance and cleaning;

- construction of line infrastructures (own approach sites, development of crossroads, development of the line terminus);

- development of platforms and stations, installation of bus shelters, installation of ticket vending machines;

- the provisional envelope is set as follows:

—— infrastructure development work (roads, quays and stations): estimate of EUR 2,200,000 excluding tax. The full mission will end at the end of the AOR phase.
