The Service Providers must be capable of delivering guaranteed and proven energy and or carbon emissions and or consumption savings, through managing and optimising voltage supply to buildings and equipment. Service providers must provide a variety of on or off balance sheet funding options where capital and self-funding may be limited by the participating authorities.
