Initial situation:

In Johanngeorgenstadt, there are numerous old mining mines alongside those of recent uranium ore mining. The two most important water stills in the area are the St. George Adit and the Unification Adit. During safekeeping work carried out in the past, the St. George adit and its tunnel hole were filled with concrete in larger sections, so that it is no longer functional.

During security and custody work as a result of a day break on Wittigsthaler Strasse at Huthaus Glöckel (Frisch-Glück-Stolln), the Unification Adit was found to be heavily water-bearing. Both uphill and downhill fractures hindered the orderly drainage of water (standing water).

Following the cessation of mining, the pit water did not escape at the St. George adit as expected. They paved a way across the Happiness Adit. The water can only run off to a limited extent. This causes strong fluctuations in the pit water level up to 10 m in height and an overflow of the 25m tunnel floor in the event of high water accumulation. Relief drilling in the area of the Happiness on Tunnel brought little success. The unification adit, with the connection of the St. George adit, plays an important role in ensuring proper water removal combined with the safety of the day's surface. An additional risk potential results from the prevailing geotechnical conditions, which allow fractures on the daily surface to be provided.

The restoration of the functionality of water drainage at the level of the Unification adit/St. George adit indefinitely is a prerequisite for stable hydraulic and geotechnical conditions in the mine area and on the surface of the day and for maintaining public safety.

The task and aim of the renovation:

The aim of the project is to explore, secure and store the old mine workings as well as to restore the water removal capacity of the Einkeiter adit/Saint George adit in Johanngeorgenstadt.

Due to the very complex task, the considerable research effort and the necessary intermediate planning stages and coordination of possible solutions, variant comparisons and planning statuses, the client expects the individual service phases for engineering structures to be strictly processed according to the HOAI 2021. in addition to basic services, he expects additional special services in individual planning phases, which may also result from planning.

Offer:

The client classifies the tunnel to be processed in the main area as an object according to Appendix 12.2 to the HOAI. As a result, he assumes the expected performance within the scope of §§ 1 et seq. HOAI 2021. He then expects an offer for basic services according to the HOAI and special services:

Basic services according to HOAI:

Basic services based on fee zone III with chargeable costs according to cost estimate (€9,400,000 without VAT) for the service phases (Lph) 1 to 3 and 5 to 8 HOAI.

As part of the preliminary planning (Lph 2), the contractor has to consider variants of the extent to which the St. George adit and the former mouth hole and the old-kept sections of the St. George tunnel near the inflow are still suitable for water drainage and should be the subject of planning.

Based on the expected performance, the client initially assumes that basic services for the Lph 4 HOAI are not necessary. The basic services for Lph 3, 7 and 8 are only partially to be provided (in detail, see draft engineering contract). The contractor must visibly mark possible surcharges to the Lph based on planning requirements with the offer and list them for the respective service item.

When accepting the generally holistic provision of basic services of an Lph within the scope of his right to determine performance in accordance with Section 8 (2) HOAI, the client makes use of not transferring all the services of Lph 3, 7 and 8 HOAI to the future contractor. In addition to Lph 3 and 7, the client provides individual basic services himself. At Lph 8, the transfer of special services excludes the complete provision of basic services.

Bidders can change the fee rates provided for in the Draft Engineering Contract plant with their offer. According to the regulations of HOAI 2021 (see BGBl. 2020, p. 2392), there is no obligation to the minimum and maximum rates for the assumed fee zone according to § 44 HOAI. However, the client expects the calculation of reasonable prices in a comprehensible/sufficiently structured manner, at which he can expect the services to be provided professionally.

Special services

2. Planning during construction, including elaboration/development of solutions outside of the present execution planning and preparation of computational, graphic and construction documentation

Assumed scope: 20 use cases including situation survey and local survey, solution development, documentation creation with 24 hours each (billing is carried out variably on proof); The team hour is to be determined in an appropriate proportion as a mixed approach of project management, project engineer, specialist engineer, surveyor, draftsman and typist.

3. Surveying services

Underground and surface surveying services before and during construction, with planning plan plan, work plan during renovation work and final tearing after the end of mining work

4. Safekeeping documentation

Safekeeping documentation (according to the OBA leaflet) - complete documentation of the work to complete the mining work

5. Engineering-geological assessments

Complementary engineering services to check and document the geotechnical and hydraulic conditions, including the functionality of the water drainage system and to demonstrate stability during the course of the Happy-up adit until connection to the already used part of the Glück-Auf tunnel. The basis for the documentation is a stationing that is to be displayed for the entire course of the tunnel and at the same time serves as the basis for the object-related or structure-related description (data sheets). Assumed scope: 15 applications with 8 hours each (billing is carried out variably on proof); The team hour is to be determined in an appropriate proportion as a mixed approach of project management, project engineer, specialist engineer, surveyor, draughtsman and typist.

Insofar as the applicant identifies other important topics during the preparation of the offer (e.g. exploration work necessary in advance), the processing of which he considers absolutely necessary to achieve the goal or to concretize the further task, these must be described separately, evaluated and calculate. If bidders plausibly work out such services for the client and he considers them for the contract, he does not take into account the calculation approach for these services in the evaluation criterion price. However, to safeguard his interests, the client reserves the right to renegotiate the calculation of these positions in particular.

The client reserves the right to assign services in stages (stage contract). The 1st stage should include all services up to and including participation in the award. The 2nd stage would include all other services (accompanying construction) as an option. The services of the 2nd stage are reserved to the contractor. However, he cannot demand this from the client. Nevertheless, the client expects the services to be provided for stage 2 upon request.

With the offer, bidders must specify the hourly rates of the personnel involved, broken down into the qualification groups. In order to evaluate the offer, they must anonymously describe the personnel intended for use according to qualifications and personal information. For this purpose, bidders must specify possible subcontractors in terms of performance.

The client expects a structured offer according to the task, with billable individual items and a short processing concept (sequence of processing - with justification if necessary, timing). If awarded by the end of July 2022 at the latest, the client expects the services to be implemented quickly. He plans to complete the planning services (up to LpH 6) by about 12 months after assignment.
