As a competent authority within the meaning of Regulation (EC) No. 1370/2007, the Zweckverband Saarland local public transport authority as the public transport authority in accordance with Art. 5 (1) of Regulation (EC) No. 1370/2007 i. V. m. § 8a Abs. 1 PBefG as of 1.1.2020 a service contract within the meaning of Regulation (EC) No. 1370/2007 with a term of 1.1.2020 to 31.12.2029 in a competitive procedure. The transport service is awarded in the competition in accordance with the provisions of the GWB and the German Public Procurement Regulation (VgV). The service contract covers bus services (CPV code 60112000) in the following districts:

Stops are approached in the district of St. Wendel (NUTS code DEC06) and the regional association Saarbrücken (NUTS code DEC01).

The following counties are passed through:

Landkreis Saarlouis (NUTS-Code DEC04) and administrative district Neunkirchen (NUTS-Code DEC03).

The services to be provided include the ExpressBus line X1: Tholey - Theley - Hasborn - Bergweiler - Sotzweiler - Saarbrücken.

Leading authority is the Zweckverband passenger transport Saarland (ZPS). The transport service consists of 3 direct connections between Tholey / Theley and Saarbrücken and back, via the stop Sotzweiler Autobahnmeisterei. This serves as a transfer stop to the "Bohnental" (delivery and Abbringerfahrten: line 473). Above all, the ExpressBus line offers commuters a fast, fast connection to and from Saarbrücken with attractive travel time via the BAB 1.

The service covers around 70,700 timetable kilometers in the standard year (250 working days).
