The acquisition comprises, under the terms and conditions mentioned below, for transport under the VPL, SHL and the Developmental Disability Act in the regions Ii, Pudasjärvi, Simo, Utajärvi and Vaala of the Municipal Ities of Oulunkaari Municipal Corporation.
The transport offered includes:
- Transport under the Disability Services Act and the Disability Services Regulation
- transport under the Social Welfare Act, from which separate transport decisions have been made by the municipal corporation
- transport related to services
- transport of the work center and various housing units.
In addition, the acquisition includes interinstitutional patient transport ordered by a municipal association of health stations in the area, related to the research of patients, mainly to the University Hospital of Oulu.
Transportation will be handled on a per-customer basis, individual or group transport.
The acquisition of transport services is carried out in the form of a framework contract type where more service providers are selected as the provider of the service. Service providers are selected according to customer needs and regions.
The municipal association of Oulunkaari uses n.1.000.000 € per year for the purchase of transport services under the Social Care Act (SHL) and the Disability Services Act (VPL).
For transport of current basic security, transport under the Social Welfare Act has been made as group transport. The Disabilities Services Act has mainly been organised as individual transport, but there is also an effort to organise transport by group transport.
Oulunkaari Municipal Corporation operates Taxi Card Plus card, SHL and VPL in transport of the business service Taxi League.
In accordance with the decision of the Oulunkaari Municipal Corporation, VPL transport services (18 parallel journeys) are carried out on the territory of the home municipality or may be oriented to neighbouring municipalities. As functional neighborhoods, transportation services for people with severe severity are considered neighboring municipalities, other functional neighborhoods are agreed in the service plan. Service structures in municipal areas to reasonably reflect and reasonably transport service journeys, from transport service journeys to other functional (non-neighbouring municipalities) to neighbouring municipalities e.g. Oulu, may be headed for 4 trips per year unless otherwise agreed by the service plan.
As a self-responsibility, VPL and SHL are charged a fee in accordance with the bus taxa, which the traffic manager deducts from Oulunkaare from the municipal corporation. Deductible is levied on all passengers.
No deductible is levied on warvalids.
Transport service producers selected from different municipal ities in Oulunkaari will also be on call for part of the time in the central municipal ities. In this respect, contractual taxis on call from side villages to the built-up country have the possibility of carrying out SHL and VPL transport in the built-up area, even if the area is not exactly part of the territory referred to in the Decision. This action is intended to safeguard the undisturbed availability of transport services for customers living in central areas in the city areas.
The appendix to the call for tender “Appendix area division” is indicatively described the number of customers in different regions.
The request for tender is attached to the maximum tax table to which the tenderer may offer a discount or accept the taxi table as such. The tax table is based on the latterly valid taxi rate, which has undergone annual index checks. The cost index for taxi and transport transport, established annually by Statistics Finland, has been used as an index. The tax table has been estimated for the period from 1 August 2021 to 30.7.2022 index according to 7%. The contracting entity reserves the opportunity to revise the index at the beginning of the contract period (1.8.2022), to reflect the real situation. After that, prices are fixed valid for 12 months.
The taxtable pricing is VAT 0%.
The transport service does not include health-related transportation that are replaceable through KELA.
In the bid comparison, the weight of the price is 75 points and the weight of the quality is 25 points.
Price comparison:
The price comparison uses the percentage presentation given, where the offer that gave the largest discount is used as a benchmark. The maximum discount receives a full score (75%) and the percentage reported by other providers is calculated compared to this.
The quality assessment is divided into the evaluation as follows:
- equipment offered 10 points
- driver EA coatings 5 points
- Driver training of special taxi transport groups 10 points
The tender may be entered if the fleet meets the Euro 5 requirement for M1 and M2 cars.
The order of preference for bidders is formed in accordance with the total score of the bidder's price and quality. The order of preference is formed separately in each transport service area, in accordance with the execution of the tender comparison.
