Gassnova has been requested by the Norwegian state to develop a complete decision basis for the investment decision for handling CO2 at Mongstad (including capture, transport and storage of CO2) within the summer 2016, at the latest.

In order to reach this target Gassnova will carry out procurement with the objective of entering into a contract with up to three suppliers that can mature a storage location to a potential decision for a verification well – tentatively in the during the last 6 months of 2014.

The consultant shall in the tender define one or several locations. Each consultant may be awarded a contract containing one or several storage locations. It is a premise that an investment decision can be made within the schedule to a full scale project at Mongstad, c.f. summer 2016. It is also a premise that the chosen locations are geographically suitable for the purpose.

The assignment includes an evaluation and maturation of storage locations for CO2 storage on the Norwegian continental shelf that are proposed by the Consultant. The current plan is that the storage locations also can be used for storage from other sources than Mongstad. Towards the end of the assignment it is expected that NPE initiates a process for the award of a licence/concession or contract for the development and operation of a storage location for CO2.

Specifically, the work will consist of data collection and analyses, establishment of static and dynamic models, description of the storage complex, prediction of CO2 migration and pressure development, assessment of the leakage risk, monitoring programs and corrective measures, previous activities in regards to preparation of development projects, drafts for development projects and cost estimates thereof.

It is requested that the storage project is matured as far as possible based on the available data and that the offered policy program reflects on these data. The acquisition and processing of new data is included in the work if this is considered to be necessary. The requirement for verification well must be assessed and specified.
