Herefordshire Council is looking for a supplier to provide an IT platform for planning, regulatory services, waste, and housing functions, replacing the current software by March 2026 through a mini-competition using the VAS framework.

Herefordshire Council seeks to appoint a single supplier to provide a single IT platform to support the business functions of Planning, Building Control and Land Charges; Regulatory Services: Waste; and Private Sector Housing.
These services cross the Economy and Environment, and Community Wellbeing directorates of the council.
The current software in use (Civica APP) is approaching end-of-life and needs to be replaced by March 2026.
This tender is being undertaken in the form of a mini-competition utilising Crown Commercial Services’ ‘Vertical Application Solutions’ (VAS) framework, RM6259, Lot 3, and is tendered in line with the terms and conditions of that framework.
