The subject of the dynamic purchasing system (DBS) is the procurement of digital teaching and learning materials (online educational media).
The state of Lower Saxony, represented by the Lower Saxony Ministry of Culture, will procure digital teaching and learning materials (online educational media) in the period from December 17, 2021 to December 30, 2024 using a dynamic procurement system (cf. § 23 para. 1 VgV).
The dynamic procurement system is intended to enable the rapid and flexible procurement of a wide variety of digital teaching and learning materials (online educational media) by awarding individual contracts (mini-competitions) to different suppliers.
Companies are looking for companies that offer online educational media that can be made available via the state's own learning platform Lower Saxony education cloud and related systems.
Online educational media in the local sense are all digital teaching and learning materials and applications that specifically support an institutionalized learning process in the field of school education. Online educational media can either be designed for the teacher's hand or for learners to use.
The online educational media must be suitable for the general education and/or vocational training sector. They must speak German or be suitable for foreign language teaching in Germany. It is not necessary to assign them to specific subjects.
Companies must be able to implement necessary software adaptations to connect to the state-owned learning platform and related systems.
The services offered must be compliant with the GDPR and the NDSG as well as compliance with the principles of the NSchG. Data processing takes place exclusively in the European Union.
Companies must be able to develop a comprehensive concept
- on the one hand, to integrate their specific product into the educational media infrastructure of the state of Lower Saxony under data protection law
- and on the other hand to connect this product to an external user administration with single sign-on in German.
The concepts are requested as parts of the service description in calls for tenders (mini-competitions).
