The evaluation will focus on how the Belgian Humanitarian Aid Strategy, in particular geographical and thematic principles and priorities, have been implemented through two financial levers, namely programmes and projects (two of the four financial instruments for humanitarian aid). The evaluation should highlight the impact of these levers on the final beneficiaries.

This contract concerns the evaluation of the Belgian Strategy for Humanitarian Aid. The estimated overall number of working days for evaluation is between 190 and 210. Field analyses are also planned in some countries.
