The Federal Ministry of Health (BMG) intends to procure services for the recycling of objects. These services are awarded by way of a Europe-wide open procedure in accordance with the VgV.
Against the backdrop of the then novel corona virus SARS-COV-2 ("SARS-COV-2") at the beginning of 2020 in the Federal Republic of Germany and worldwide, the BMG had initiated the procurement of medical devices as well as medical consumables and supplies (hereinafter: objects).
Since these items can no longer be placed on the market or used, recycling is necessary.
In this case, the BMG (client - AG) is dependent on recycling services by external waste disposal companies (contractors - contractors).
Energetische Verwertung mVV - Lager 41239 Mönchengladbach, 44319 Dortmund, 47809 Krefeld, 53881 Euskirchen, 58454 Witten, 59192 BergkamenAbout 90% of the items are masks (mouth-nose protection and particle-filtering half masks) and about 10% are other personal protective equipment such as masks. Disposable gloves, surgical gowns and surgical caps.
The items to be recycled are stored on pallets in warehouses managed by third parties (storage service providers). The packaging units (cardboard) are fixed on the pallets with foil.
The contractor collects the items, in the form of entire pallets, with a moving floor trailer at the warehouse location on an agreed date and then recycles them properly in the form of material recycling, energy recovery or recycling as substitute fuel. The pallets are loaded into the moving floor trailer by the warehouse service provider using pallet trucks or similar at the gate/loading ramp of the warehouse through the door at the rear of the moving floor trailer.
Some of the items are packed in outer cartons (shipping unit). Depending on the manufacturer, some of the goods are packed in other cartons (smallest packaging unit) and, if necessary, also in plastic packaging. The client does not have any concrete figures on what proportion of the items are packed and how. The packaging must be properly recycled by the contractor in accordance with the legal requirements. According to the legal requirements, it is possible to refrain from separating the packaging from the items if this is economically unreasonable in individual cases. In this respect, the client is dependent on the expertise of the contractor.
The objects must be recovered either energetically (energy recovery) or in the form of an alternative recovery method (alternative recovery). The choice of the specific form of recycling (energetic or alternative recovery) is at the discretion of the client and is specified by the client for each recycling order. The client does not guarantee any specific quantities per form of recycling.
Due to customs regulations, some of the items must be recycled for energy purposes without the whereabouts of economically usable residues (customs-compliant recycling).
On the other hand, at approx. 30%-50% of the respective maximum order quantity, the objects can be recycled energetically or alternatively in the form of material recycling or as substitute fuel (freely selectable recycling). Material recycling as an alternative form of recycling can optionally be offered by the contractor and then partially or completely replaces recycling as substitute fuel.
