Contract includes services required to operate and maintain trains for commuter rail services in the HSL area. Rolling stock and facilities are provided by HSL, thus no major investment is required by the operator. Some facilities and services may incur a rent or fee from the operator to a third party. Payment for the contracted services is gross cost compensation with performance incentives and without direct ticket revenues to the operator.
The procurement of HSL commuter trains operating and maintenance contract will be conducted by a modified negotiated procedure, following the EU Regulation 1370/2007 on public passenger transport services by rail and by road and the Finnish Public Transport Act 869/2009.
Bids will only be requested from bidders who have been pre-selected to participate in the competitive tendering in the modified negotiation procedure with the client’s decision dated 30 August 2018. HSL will only assess Bids which meet the requirements concerning form and content as specified in the Invitation to Tender. The contract will be made with the Bidder who makes the most economically advantageous bid. The economically advantageous nature of the bid will be evaluated based on the bid price and quality.
Contract notices regarding this procurement has been published before (2018/S 074-165607 and 2017/S 066-124928). However, the procurement procedures has been suspended and are replaced by this contract notice (2018/S 123-280636).
