1. The subject of the contract is the expansion of the biological part of the Jarocin ZZZO with the installation of aerobic stabilization and anaerobic biodegradable waste. The investment consists of an expansion with additional composting tunnels along with a fermentation chamber for biogas production. The task shall include the execution of complete design documentation together with the obtaining of all required provisions of the law of arrangements, opinions and permits, subject to the environmental decision issued for the investment, the execution of construction and installation works, the conduct of trial commissions, and obtaining a use permit for the Investment described in the attached Functional-Use Programme (ANNEX No 8 TO SWZ).
1. The subject of the contract is the expansion of the biological part of the Jarocin ZZZO with the installation of aerobic stabilization and anaerobic biodegradable waste. The investment consists of an expansion with additional composting tunnels along with a fermentation chamber for biogas production. The task shall include the execution of complete design documentation together with the obtaining of all required provisions of the law of arrangements, opinions and permits, subject to the environmental decision issued for the investment, the execution of construction and installation works, the conduct of trial commissions, and obtaining a use permit for the Investment described in the attached Functional-Use Programme (ANNEX No 8 TO SWZ).
The scope of the object of the order consists of the following elements:
1) Stage I - execution of design documentation,
2) Stage II — construction works — assembly, including:
- aerobic stabilisation tunnels together with the input preparation hall with the exception of the intake and preparation module from liquid biodegradable waste,
- bioreactor (fermenter) for biodegradable waste,
3) Stage III and Stage IV Startup — installation commissioning. Phase III covers its range of start-up of the entire “dry” installation, while Phase IV covers its range of start-up of the entire “wet” installation, i.e. using waste and confirming the guaranteed parameters achieved.
2. The undertaking is implemented as part of the project “Expansion of the Jarocin Waste Zoning Plant — Wielkopolskie Recycling Centre” - the agreement for funding no POIS.02.02.00-00-0004/19-00 under action 2.2. Municipal Waste Management Priority Axis II Environmental Protection, including adaptation to climate change of the Infrastructure and Environment Operational Programme 2014-2020.
3. The item of the order was not divided into parts. The Contracting Authority shall not allow the submission of partial tenders.
4. The Contracting Authority shall not permit the submission of variant tenders and in the form of electronic catalogs.
5. The Contracting Authority shall not provide for the award of the contracts referred to in point 7 of Article 214 (1).
6. The Contracting Authority pursuant to Article 95 (1) of the Act requires that persons performing the performance of the subject of the contract, whose performance consists in the performance of the work in the manner laid down in Article 22 (1) of the Act of 26 June 1974 - Labor Code (Journal of Laws of 2019, items 1040, 1043 and 1495), were hired by a contractor or subcontractor under an employment contract.
Type of activities necessary for the execution of the contract to be covered by the employment requirements under the contract of employment by the contractor or subcontractor of the persons performing the activities during the execution of the contract and the method of verification of the employment of those persons and the powers of the contracting officer in the field of checks on the contractor's compliance with the requirements relating to the employment of those persons and the sanctions for failure to comply with those requirements are set out in the template of the contract.
7. A detailed description and method of execution of the contract shall be included in the PFU, Annex 8 to the SWZ, together with the Annexes.
8. If the origin (brand, trademark, manufacturer, supplier) of materials or standards, approvals, specifications and systems referred to in Article 99 (5) p.z.p., is indicated in the PFU in the drawings, the Contracting Authority shall allow the offering of equivalent materials or solutions provided that they guarantee They will ensure the correct implementation of the works and will ensure that technical parameters are not inferior to those laid down in the abovementioned documents.
