1. The subject of the order is the delivery and assembly of solar installations and air-source heat pumps in the Baranów commune. The contract is being implemented as part of the "RES in the Baranów Municipality" project co-financed from EU funds under the Regional Operational Program of the Lubelskie Voivodeship for the years 2014-2020 Priority Axis 4 Environment-Friendly Energy Measure 4.1. Support for the use of renewable energy sources.

2. The ordering party in accordance with art. 36aa para. 1 of the Public Procurement Law, allows partial bids with a division into 2 parts, as below:

1) task 1 - delivery and assembly of solar collectors,

2) task No. 2 - delivery and assembly of air-to-water heat pumps.

3. The subject of part 1 is the delivery and assembly of 155 sets of solar panel panels on private buildings in the Baranów commune.

4. The subject of part 2 is the delivery and assembly of air-water heat pumps in private buildings in the Baranów commune, including delivery and assembly of 12 heat pumps.

3. The subject of part 1 is the delivery and assembly of solar panel panels on private buildings in the Baranów commune, including, inter alia:

1) delivery and assembly, based on technical documentation constituting an attachment to the SIWZ, sets of solar collectors for the needs of hot water preparation, according to the following list:

a) installation with 2 solar collectors, mounted on the roof - 79 pieces,

b) installation with 3 solar collectors, mounted on the roof - 76 pieces

2) assembly of solar collectors in the most favorable place from the point of view of operating solar beams on a yearly basis,

3) foundation of the hot water heater,

4) connection to the cold water heater from existing cold water installations, hot water outlet for hot utility water installation and hot water circulation,

5) execution of the installation connecting the collectors with the lower coil of the hot water heater,

6) equipping the water heater with an additional coil, which will be connected to the existing heat source pump system - in the absence of an alternative heat source, the hot water heater should be equipped with an electric heater (covering the purchase and assembly of the electric heater and purchase of materials and connection of the upper coil of the reservoir with the existing one) the source of heat is the responsibility of the User, the Contractor does not add this cost to the offer price),

7) installing a two-way pump group, controlled by a solar controller,

8) assembly of fittings, diaphragm vessels and other elements of the installation,

9) rinsing and leak testing of the installation,

10) filling the installation,

11) commissioning of the installation,

12) training of Users,

13) preparing the operating instructions and providing them to Users,

14) supplementing wall cavities, ceilings, sealing the roof covering after cable passes,

15) other elements included in Annex 8a to the ToR (technical documentation) and the model contract constituting Annexe 7a to the ToR.

5. The contracting authority requires that the installation of a solar collector respectively in one location does not last longer than 3 consecutive business days.

6. The Contractor of each task shall provide warranty and guarantee for the work performed for a period of 5 years from the date of signing the final acceptance protocol by the Employer and the Contractor.

8. The equipment, fittings and accessories installed during the execution of the order must be brand new, in accordance with the parameters specified in the technical documentation.

9. Realization of the subject of the order should be made based on the applicable provisions, in particular the Act of 7.7. 1994 Construction Law (consolidated text Journal of Laws of 2018 item 1202, as amended) with implementing provisions, by the Contractor with relevant experience, executive capacity and personnel with relevant experience and qualifications.

10. The materials used by the Contractor should correspond, as to the quality, to the requirements of products admitted to trading and use in construction, as defined in art. 10 of the Act of 07.07.1994. Construction Law.

11. Execution of the subject of the order and commissioning must also comply with all legal acts applicable to the subject of the order, with technical and construction regulations, Polish standards in force, guidelines and principles of technical knowledge.

4. The subject of part 2 is the delivery and assembly of air-water heat pumps in private buildings in the Baranów commune, including, inter alia:

1) delivery and assembly of 12 air / water heat pumps for domestic hot water preparation with tanks with a capacity of min. 260 l,

2) placing the heat pump integrated with the hot water heater,

3) connection of the hot water heater to existing cold water, hot utility water and hot water circulation,

4) equipping the pump with an additional coil, which will be connected to the existing heat source pump system (covering the purchase and assembly of the electric heater and purchase of materials and connection of the upper coil of the reservoir with the existing heat source is the responsibility of the User, the Contractor does not add this cost to the offer price) .

5) assembly of the fittings, pumping assembly of the expansion vessel and other elements according to the technological scheme,

6) installation of the control system,

7) rinsing and pressure testing of the installation,

8) commissioning of the installation,

9) training Users,

10) preparing the operating instructions and providing them to Users,

11) other elements included in Annex 8b to the ToR (technical documentation) and the model contract constituting Annex 7b to the Terms of Reference).

5. The contracting authority requires that the installation of a solar collector / air / water heat pump respectively in one location does not last longer than 3 consecutive business days.

10. The materials used by the Contractor should correspond, as to the quality, to the requirements of products admitted to trading and use in construction, as defined in art. 10 of the Act of 07.07.1994. Construction Law.

11. Execution of the subject of the order and commissioning must also comply with all legal acts applicable to the subject of the order, with technical and construction regulations, Polish standards in force, guidelines and principles of technical knowledge.
