The objective of this project is to assist the Commission in monitoring and evaluating Member States' activities for the transposition and implementation of Council Directive 2013/51/Euratom. This evaluation shall facilitate the detection of problematic issues, an exchange of experiences and resolutions of said issues, and the identification of good practices and areas for possible improvement. It is without prejudice to the Commission's exclusive competence to assess conformity with EU law.
The contractor shall carry out a thorough analysis of the EU Member States' transposition (national legal framework) and practical implementation of the Euratom Drinking Water Directive. Based upon the information collected and the conclusions drawn by the contractor, the Commission will have the necessary elements to decide on the completeness and adequacy of transposition/implementation in each case. Where transposition is finally determined to be incomplete or inadequate or where implementation seems insufficient this could then form the basis of a decision to commence infringement proceedings.
