The aim of the procurement is to acquire a database that provides specific services for Foreign Direct Investment (FDI) Screening and other investigation purposes. In particular, there are needs for finding, searching, and comparing information of private companies and other entities from globally available sources. In addition, the service provider(s) must be able to filter the searched information conveniently in their service for FDI Screening and other investigation purposes. The acquired data must be based on companies and other entities’ constantly updated data deriving from a wide range of globally available sources such as business registers that collect data and other information relating to ownership structures.
The procurement will be carried out as a joint procurement with 8 contracting authorities (participant organizations) involved. The needs of the participant organizations vary thus some of them will need more functions. Due to this, the procurement is divided into lots (packages). This means that the tenderer can offer only some packages or all the packages. Thus, it is possible that there is different service provider for the following packages:
PACKAGE 1: Corporate Data Package (Corporate ownership structures in chart format, ownership chains, beneficial and ultimate owners, PEP's)
PACKAGE 2: Global Investments and M&A Package (International cross border investments and completed or planned mergers & acquisitions deals from public sources)
PACKAGE 3: Intellectual Property Information Package (Patent as transactions and patent ownership information)
The participant organizations will purchase together at least 10 concurrent user rights in package 1. This number of concurrent user rights cannot be reduced during the fixed contract period (2 years). However, the total number of user rights in package 1 may increase depending on the final prices. Packages 2 and 3 are optional for the participant organizations to purchase. The total number of concurrent user rights in each package depends on the participant organizations' needs and final prices of the selected service provider(s). The participant organizations will determine the number of concurrent user rights for the fixed contract period (2 years) before signing the procurement contracts with the selected service provider(s).
If a need for additional concurrent user rights occurs during the contract period, the price for additional concurrent user right in each package will be as given in the price form (price per 1 additional concurrent user right). The total number of concurrent user rights in the pricing groups may be distributed between the participant organizations. Hence, the user rights may not be one user right per organization but the stated total number of users in the price form is the minimum for the package 1. The charges per organization will be based on the decided number of user right(s).
