As part of the development of the amendment to the SAP, the COBAT section 24 specifies that the SAP must indicate the existing de facto situation (Sitex). This Sitex will take the form of a map.
In order to produce this map it is imperative to carry out a comprehensive inventory of the occupation of the territory (occupancy of buildings and land) in the Brussels-Capital Region (RBC). This Sitex will also feed the diagnosis prior to the modification of the PRAS.
The main purpose of the contract is the completion of the field survey that will provide input to the BD-SiteX.
The data that will feed the BD-Sitex will essentially be collected via a field survey. Additional data will be extracted from existing BD and will be preloaded into the BD-SiteX.
On this occasion, we want to develop a digital platform that will house the existing de facto situation (Sitex) data for all RBC buildings, land and public spaces.
The development of this digital platform known as “Sitex 2.0” will be the subject of a separate public procurement prior to this contract.
The developed platform will consist of a web interface and a database (BD-SiteX). The interface will allow, via a feature card, the encoding of the data collected in the field. It will also allow the consultation and visualization of the data.
Other features will also be developed, helping with the preparation of statements as well as their encoding and processing.
