The objective of this open procedure procurement is to form a service from which resources can be acquired and team(s) can be formed. Service production teams can consist partly or entirely of the service provider's resources. Resources fill different roles in projects and can be allocated to more than one project. HSL can also merge the SRE work of different projects into the overall responsibility of one team, including the parts already exported to production. The service does not include, and the service does not require, systems, tools or licenses to be provided to the contracting entity (the Customer).
The service consists of a designated service manager who is responsible for the cooperation between the client and the service provider, and the regular monitoring meetings and reporting that it includes, as well as service development, documentation maintenance, etc.
The number of resources required at the start of the contract is about three (3) experts with a 50% allocation. The allocation of individual resources may vary depending on the need, and the number of resources can be increased or reduced.
The support and maintenance service for active development activities is also the responsibility of the SRE service. The service provider shall have the possibility to provide an SRE service outside normal office hours. This includes telephone service. In other words, the service includes a 24/7 24/7 reserve to be introduced as needed, in which case an expert familiar with the Customer's surroundings will be available without delay.
In addition to working in development teams, SRE experts develop the client's instructions and operating model together with the client's experts, under the guidance of the Client.
The provider must have the ability to provide both a resource quantity and a service time that is scalable in terms of service time.
HSL has imposed suitability requirements on bidders.

The procedure is conducted in Finnish. The documents are available in Finnish. No compensation shall be paid for participation in the procedure.
The target date for signing the agreement is August 2022.
The contract does not contain a quantity purchase obligation and does not confer an exclusive right on the selected service provider to provide the services required by the Customer in accordance with this invitation to tender.
The offer can only be submitted through the Offer Service. It is necessary to communicate with Cloudia Support in the IT questions and issues related to submitting and submitting a quote in the Tarjouspalvelu.fi bidding portal (including the provider's user and contact information in the system).
Questions concerning the procurement must be presented in the Offer Service and questions will only be answered in the Offer Service. The questions and the answers to them are public, so neither the questioner nor the questioner's trade secrets must be reflected in the question. Tenderers shall be obliged to consult any supplementary questions and to the replies to them before the submission of the tender, even if the tenderer himself has not asked any questions about the procurement procedure. The answers to the questions asked are part of the invitation to tender.
