Description:
Maintaining cleanliness and order in the city of Otwock in the period from the conclusion of the contract to 31 December 2024.

Scope of Part 1:

1) cleaning works, such as: collecting rubbish from pedestrian routes, green areas, city park and other public places, cleaning bus stops, sweeping benches, sweeping pavements and squares, removing announcements and posters from boards and advertising poles,

2) removal of rainwater floodplains from municipal streets,

3) liquidation of illegal landfills, i.e. loading waste into a container, including those collected within a radius of 5 m from the landfill, and transporting mixed municipal waste to a municipal waste treatment installation,

4) keeping bus shelters clean, i.e. cleaning windows, roofs, benches, sheet metal elements, removing dirt from gutters.

Scope of Part 2:

1) operation of street bins,

2) disposal of mixed municipal waste to a municipal waste treatment plant – refers to cleaning works.

Description of the subject of the contract covering the maintenance of cleanliness in the municipality with an area of 47.31 km², which includes, among others:

Scope of Part 1:

1) cleaning works, i.e. collecting rubbish from pedestrian routes, green areas, city park and other public places, cleaning bus stops, sweeping benches, sweeping pavements and squares, removing announcements and posters from boards and advertising poles,

2) removal of rainwater floodplains from municipal streets,

3) liquidation of illegal landfills, i.e. loading waste into a container, including those collected within a radius of 5 m from the landfill, and transporting mixed municipal waste to a municipal waste treatment installation,

4) keeping bus shelters clean, i.e. cleaning windows, roofs, benches, sheet metal elements, removing dirt from gutters.

2. The above-mentioned works will be carried out on the basis of individual orders containing the scope and deadline of completion, provided by the Contracting Authority.

3. The Contractor undertakes to closely cooperate with the Contracting Authority during the implementation of the subject matter of the contract, including the organization of means of transport for the purpose of joint inspection and acceptance of the performed works.

4. The settlement of the performed works will be based on the gross prices offered by the Contractor in the tender offer

1) for 1 man-hour

2) for the removal of 1 m3 of rainwater from the street

3) for the liquidation of a wild dump - for 1t

4) for the dismantling of 1 notice or information board

5) for keeping 1 bus shelter clean

6) for the repair of 1 bench, i.e. replacement of 1 narrow strip

7) for the repair of 1 bench, i.e. replacement of 1 wide strip

8) for painting 1 bench with backrest - wooden slats and cast iron elements

9) for painting 1 bench without backrest - wooden slats

10) for dismantling 1 bench

11) for the installation of 1 bench

12) for decorating soldiers' graves with chrysanthemums in pots – 250 pcs. and candles – 250 pcs.

13) for the export of 1 ton of mixed municipal waste to the municipal waste treatment installation.

5. The prices mentioned in paragraph 4 calculated by the Contractor should include all costs related to the performance of the subject matter of the contract, i.e. costs of labour, equipment and materials, costs of disposal and transfer of waste to a municipal waste treatment plant and disposal, costs of transport of rainwater from the streets to a sewage treatment plant or to a liquid waste disposal plant and its disposal, as well as due VAT.

6. The price for the disposal of 1 ton of mixed municipal waste calculated by the Contractor should take into account the costs of loading, transport costs within the city and the costs of disposal and disposal of waste to the municipal waste treatment installation and its disposal as well as the VAT due.

7. The scope of the subject matter of the contract to be performed during the term of the contract: (...)

8. The Contracting Authority stipulates that the scope (quantity) of works referred to in section 7 is not obligatory and may be changed depending on the needs.

9. The total remuneration due to the Contractor will depend on the actual amount of work performed

during the term of the contract.

10. As part of the performance of the subject matter of the contract, in the part concerning the services referred to in section 1 point 2, the Contractor's duties include collecting rainwater from the road lanes of municipal streets after receiving information from the Contracting Authority, using the necessary amount of equipment allowing for the execution of the commissioned works within 6 hours, and in situations threatening road safety within 2 hours at the latest.

11. The amount of rainwater removed and disposed of from the streets should be documented by the Contractor.

12. The Contractor undertakes to provide the Contracting Authority with documents confirming the amount of waste accepted by the municipal waste treatment installation (...)

1. Scope of Part 2:

1) operation of street bins,

2) disposal of mixed municipal waste to a municipal waste treatment installation – refers to cleaning works referred to in point 1.

2. The above-mentioned works will be carried out on the basis of a schedule and unit orders containing the scope and date of execution, provided by the Ordering Party.

3. The Contractor undertakes to cooperate closely with the Contracting Authority during the implementation of the subject of the contract, including the organization of means of transport for joint control and acceptance of the work performed.

4. The settlement of the performed works will be based on the gross price offered by the Contractor in the tender offer for the operation of 1 street basket

5. The prices referred to in paragraph 4 calculated by the Contractor should take into account all costs related to the performance of the subject matter of the contract, i.e. costs of labour, equipment and materials, costs of transport and transfer of waste to the municipal waste treatment installation and its disposal, as well as VAT due.

6. The scope of the subject matter of the contract to be performed during the term of the contract:(...)

7. The Contracting Authority stipulates that the scope (quantity) of works referred to in section 6 is not obligatory and may be changed depending on the needs.

8. The total remuneration due to the Contractor will depend on the actual amount of work performed during the term of the contract.

9. As part of the performance of the subject matter of the contract, in the part concerning the services referred to in paragraphs 1 and 6

The Contractor's duties include:

1) emptying street bins with specific locations in the city in the amount of about 760 pieces,

2) collecting and raking waste within a radius of 1 meter from the bin to be emptied, as well as waste within a radius of up to 5 meters from the bin,

3) keeping street bins clean, in particular monthly washing of plastic, wooden and metal bins (all external and internal surfaces) and keeping the places under the inserts in concrete bins clean,

4) ongoing maintenance and repair of baskets, posts, handles, etc.,

5) dismantling of damaged baskets and their storage,

6) moving baskets in accordance with the requirements of the Ordering Party,

7) setting up and assembling new baskets purchased by the Ordering Party in the amount of up to 30 pcs. and replenishment of metal inserts purchased by the Ordering Party,

8) informing the Ordering Party about irregularities and circumstances such as: loss, destruction, displacement of baskets, etc., affecting the performance of the order,

10. The performance of the activities referred to in section 9 points 1, 2 and 3 should be organized in such a way that it is completed by 3:00 p.m. every day, except Saturdays.

11. On Saturdays, the bins should be emptied after the end of the work of the commercial establishments.

12. The Ordering Party reserves the right to change the quantity - reduce or increase the number of bins used, as well as to change the frequency of emptying street bins depending on the needs.

13. The price for emptying 1 street bin calculated by the Contractor should take into account the costs of labour, materials and equipment, the costs related to the performance of the activities referred to in paragraph 9, as well as the costs of removal and transfer of waste from the bins and the immediate vicinity to the municipal waste treatment installation and its disposal and the VAT due.

14. Before signing the contract, the Contractor is obliged to present the current contract to the Contracting Authority

with a municipal waste treatment plant for the reception of waste.
