In the course of the present Open Procedure, the State Office for Central Police Services of North Rhine-Westphalia intends to conclude a framework agreement with an economic operator on the supply of men's office shoes for the police forces of the State of North Rhine-Westphalia. The office shoes are part of the service clothing for men and women. Special requirements are placed on the clothing. Therefore, the office shoes must meet the requirements of the Technical Service Description TLP 1615 Edition 4 (Chapter B) of the Police of the State of North Rhine-Westphalia, which are part of these tender documents.

With regard to the framework agreement, no minimum purchase quantities are agreed.

According to case law of the ECJ dated 17.06.2021 _ Case C - 23/20 - the client is obliged to specify a maximum quantity in order to ensure transparency and non-discrimination in competition.

A call-off obligation cannot be derived from this. The client estimates that there will be a demand for approximately 3,500 men's men's service shoes over the entire term of the contract.

The maximum quantity of the attached framework agreement is estimated at 4,600 office shoes.
