The purpose of this public European tender is to conclude framework agreements with one or more contractor (s) for the purchase of fuel and brand-dependent fuel cards. The municipalities of Dalfsen, Hellendoorn, Noaberkacht Dinkelland Tubbergen, Raalte, Rijssen-Holten, Twenterand and Wierden, hereinafter referred to as 'participant (s) ', will collectively tender the fuel for their own car and machinery park.

The tender shall consist of two lots:

1. lot 1 - Supply GTL and/or HVO framework agreement with multiple contractors;

2. Lot 2 - Delivery of brand-dependent fuel cards (including payment purchased fuels, etc. via the passes) agreement with one contractor.

Both lots are a framework agreement (s) with the starting date of 1.7.2021 with a maturity of two (2) years with 2 x one (1) option year. The first further agreement to Lot 1 has an initial maturity from July 2021 to January 2022, with subsequent mini-petition (s).

Following the tender of this plot, the contracting authority intends to conclude framework agreements on behalf of the municipalities of Dalfsen, Hellendoorn, Raalte, Twenterand and Wierden for two (2) years with the option of unilateral extension of two x one (1) years for the supply of GTL and/or HVO on site with a maximum of 5 parties. The last option to be highlighted can last at least six months to a maximum of twelve months.

In addition, she wishes to conclude a further agreement with the cheapest tenderer of this plot for the period from July 2021 to January 2022. In January (2022, 2023 and 2024), after a mini-petition, a further agreement will be concluded for a certain period with the than cheapest tenderer.

If there is no option year for the parent framework agreement, there will of course be no minicompetition.

In the further agreements concluded under the framework agreement, the clients want to keep open the option to switch to a more sustainable alternative (e.g. diesel or GTL supplemented by a higher percentage of HVO).

Following tendering of this plot, the contracting authority intends to conclude framework agreements on behalf of the municipalities Noaberkracht Dinkelland Tubbergen, Rijssen-Holten, Twenterand and Wierden for two (2) years with the option of unilateral extension of two x one (1) years for the supply of brand-dependent fuel cards (including payment of purchased fuels, etc. via the cards) with one party. The last option to be highlighted can last at least six months to a maximum of twelve months.
