This consultation concerns a public performance contract for the design, construction and maintenance of a new school group, located at 15 rue Emile Bertrand, Décines-Charpieu (69150).

This group will include:

- 8 classes (1 re phase: delivery for May 2021),

- a catering space sized for 16 classes,

- Activity rooms sized for 16 classes including a shared room for the rehearsals of the harmony of the country,

- an extension of 8 classes, in phase 2 with a delivery for July 2022.

Phase 2 could be shifted to a reception in July 2023, depending on the evolution of student numbers in the municipality.

The total contract price is estimated at EUR 7 750 000 (excl. era phase including fees + phase 2 and maintenance operating services) - value October 2018.

The market includes:

- the design and construction of a school group for the city of Décines-Charpieu,

- the contractual guarantee of a level of energy performance (with a minimum level of E3 / C1, according to the decree on positive energy buildings and high environmental performance under state contracting, of its establishments public authorities and local authorities on 10.4.2017). This contractual performance guarantee will be implemented and monitored as part of a Measurement and Verification Plan (METV),

- operation, level 1 to 5 maintenance with total guarantee for all the works and technical installations made and the cleaning of the external windows (maintenance of the green areas is outside the scope of maintenance operations),

- raising awareness and associating technical staff with the energy performance approach.
