In this procurement, Helen Ltd ("Client" or "Contracting Entity") is looking for two (2) framework contract suppliers to be responsible for the pipe installation and special sealing work of the district heating and cooling network in the City of Helsinki area between 1.9.2023 and 30.4.2024 (the "Contract").
The contract includes installation, welding and special sealing of district heating and cooling lines at new construction, modification and renovation sites throughout Helsinki. If necessary, repair work items can also be included in the contract.
The Tenderer (selected Contractor) acts as the main contractor in this Contract and as the main contractor referred to in legislation. The client acts as the developer.

The Customer purchases contract performance with separately defined and separately ordered orders ("Order"). The Orders for the Contract Period together constitute the Contract and the Contract Amount.
The Tenderer (selected Contractor) acts as the main contractor in this Contract and as the main contractor referred to in legislation. The client acts as the developer. The construction contract and the object of the procurement are presented in more detail at the preliminary stage of the invitation to tender.
Preliminarily timetable for the completion of the procurement:

- Submission of preliminary bids: 10.8.2023
- Negotiations and procurement decision: next week
- Signature of the contract: as soon as legally feasible
- The agreement will enter into force upon signature, work will begin on 1.9.2023
The Customer reserves the right to make a procurement decision based on preliminary tenders without actual oral negotiations. The decision may be made if the Customer receives at least one offer that complies with the technical and commercial conditions set by the Contracting entity. Alternatively, a decision can be made if the Customer receives an offer or offers that do not fully meet the Contracting entity's requirements, but they can be accepted on the basis of written supplements, i.e. no actual negotiation round is required.
For the sake of clarity, it is stated that the Customer is not, however, obliged to make a procurement decision on the basis of preliminary tenders yet.
If only one (1) supplier can be selected as the supplier due to suitability and compliance with the invitation to tender, the contract share is 100%. If two (2) suppliers are selected, the contract shares will be divided between 10-45% and 55-90%.
The framework agreement to be concluded does not grant the Tenderer (selected Contractor) exclusive rights to pipe installation and special sealing work in the Customer's district heating and cooling network.
This procurement will be carried out as an accelerated negotiated procedure due to urgency grounds, as the start of the contract performance is scheduled for early autumn 2023.
