This assignment includes scientific monitoring and research within the framework of the 'Everyone Digital' action plan.
The assignment consists of the following three parts:
- Research part 1: Monitoring and impact measurement:
• the monitoring of the various trajectories of the Everyone Digital Action Plan, being the actions set up around the substantive support of local authorities in the development and roll-out of a local e-inclusion policy; the projects started at small and medium-sized local authorities with regard to the development of a local e-inclusion policy, the projects started at local authorities with regard to the (further) roll-out of a local e-inclusion policy and the PC classes in the emergency villages; the actions set up with regard to digital accessibility of digital services; and the roll-out of a screening tool with regard to the digital skills of employees of local authorities and the Flemish Government.
• the realization of an annual state of affairs regarding digital inclusion in Flanders.
- Research part 2: Policy preparation research: the annual realization (early 2023 - mid-2025) of two short-term policy-preparing studies on digital inclusion, i.e. 2 in 2023, 2 in 2024 and 2 in 2025.
- The communication of the research results at (network) events digital inclusion organized by partners within the action plan 'Iedereen digitaal'.
