The Airport Express Train is currently in negotiations with the Railway Directorate on the traffic package 'Eastern Norway 2'. It is regarding this that the needs in this notice have arisen.
We would like to establish a dynamic purchasing system for the procurement of IT resources in the form of consultancy services for individual persons on an hourly basis, or a team to solve major assignments.
The Airport Express Train hereby invites interested suppliers to apply for qualification and included in the dynamic purchasing system.
All interested suppliers can send in a request for participation in the contest. Only suppliers that are qualified will be able to participate in the scheme and thus have the opportunity to submit tenders in the scheme's contests.
There will only be a contest when the Airport Express Train will procure a concrete service, in which tenders from suppliers will be requested.

The purchasing system will cover the Airport Express Train's need for consultancy services for IT development for traffic package 'Eastern Norway 2'. If the entity is scaled up for the traffic package, there will be a need for assistance with the procurement, development, and integration of IT systems connected to planning routes, operations, sales, ticketing, and travel information, etc. The applications that are to be developed are mainly connected to mobiles and the internet. There can be development of individual special applications. The integration systems that are to be established will focus on both internal integration and integration with external actors. The Airport Express Train aspires to the use of modern and well-established technologies and platforms in this work.
The competence requested in this purchasing system will concern all aspects of system development and integration. The main emphasis will be on developer competence within mobile, internet, and experience with integration systems and architecture. Assistance within project management and support, security, personal protection, user experience, testing, etc., can also be required. The specific technologies and criteria will be detailed in each contest. The Airport Express Train will request both individual persons and teams.
The development will preferably occur under the Airport Express Train's management in cross-functional multidisciplinary teams within the various domains. The teams use agile development methodology and have tools that support this. The Airport Express Train is concerned with having routines that require a short time from when a code is developed to when it is in production, having good monitoring and relevant test coverage in order to deliver frequent changes, having control, reducing risk, enabling quick feedback, and correcting direction.
The Airport Express Train estimates that approx. 60-70 full-time resource positions will be included in this scheme in 2023.
