The invitation to tender concerns a framework agreement for the delivery of technical consultancy services.
The contract value is estimated to be above the EEA threshold value. The estimated value is not binding for the contracting authority. The need is uncertain. The contracting authority has previously procured consultant engineering services, planning and construction/project management services for approx. NOK 7.5 million excluding VAT per year during the last 3 years. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.

Lots/groups
Tenders can be submitted for one or more of the groups below. Sub-tenders cannot be submitted within individual groups, nor alternative tenders.
Group 1: RIV [Consulting engineer heating, ventilation and sanitary installations; HVAC and plumbing], RIE [Consulting engineer electrical engineering], Construction manager and project manager (Estimated annual value: NOK 4 million excluding VAT. Maximum contract value: NOK 25 million excluding VAT).
Group 2: RIB [Construction engineer] (Estimated annual value: NOK 1 million excluding VAT. Maximum contract value: NOK 6 million excluding VAT).
Group 3: RIBR [Consulting engineer fire-proofing] (The estimated annual value: NOK 600.000 excluding VAT) Maximum contract value: NOK 4 million excluding VAT).
Group 4: RIG [Geotechnical engineer] (The estimated annual value: NOK 700,000 excluding VAT. Maximum contract value: NOK 4 million excluding VAT).
Group 5: Planning consultant, (The estimated annual value: NOK 1 million excluding VAT. Maximum contract value: NOK 6 million excluding VAT).
Framework agreement
The procurement will be regulated by the attached contract with the associated standard terms.
The framework agreement has a duration from and including 2022-08-01 until and including 2024-07-31 with the option for the contracting authority to extend for up to a further 2 years, for 12 months at a time.
The contracting authority would like to enter into an agreement with one tenderer per group.
The contracting authority expects that tenderers are familiar with the contract provisions and makes the necessary internal clarifications in such a way that a contract can be signed if awarded.
