Provision of property protection and doorman services on the premises of Stadtwerke Bielefeld – with support in the implementation of events – and reception services in the foyer of the administration building (high-rise) of Stadtwerke Bielefeld from 01.07.2023
moBiel GmbH intends to outsource the property protection for the premises of Stadtwerke Bielefeld (Schildescher Straße 16, 33611 Bielefeld) as well as the reception services in the foyer of the main administration building of Stadtwerke Bielefeld to an external service provider (contractor, in short: contractor).
Property protection is the company's calling card in the gate and reception service. The appearance and appearance of the persons of the property protection and reception service must convey a positive external effect.
In particular, impeccable, confident appearance, appropriate expression, correct uniforms, polite manners, attention and helpfulness, reliability and prudence are required. Every activity and action must be characterised by necessity, legality, proportionality and objectivity.
The aim of the service contract to be awarded is, on the one hand, to meet the security needs of Stadtwerke Bielefeld and its employees. The property with its supply systems for the city of Bielefeld and the data center must be protected in accordance with the safety-related and the required safety-relevant aspects in compliance with the applicable laws, guidelines and requirements. Order and safety must be maintained, dangers and damage averted and people, property and assets protected. In addition to carrying out various gatekeeper activities at Gate 3, the main tasks here also include monitoring the factory premises via video and patrols. But support at events on the factory premises also falls within this area of responsibility. For the provision of this type of service, at least 25 security personnel are to be planned on the AN-side, we assume about 34,000 hours of operation per year. For short-term deployment of additional teams – 1 or 2 people – a maximum response time of 60 minutes from reporting additional needs to deploying up to 3 teams is allowed. Similarly, 8 additional teams must be available within 24 hours. It must also be possible to extend the patrols and alarm runs to be carried out at short notice.
On the other hand, especially in the case of the reception services to be awarded, the aim is to ensure reception and visitor support in such a way that this way of carrying out these activities meets the requirements of moBiel GmbH and Stadtwerke Bielefeld GmbH. The main tasks here include visitor support and general reception services, the acceptance and forwarding of letter mail and parcels, the issuance of employee badges and visitor badges as well as – optionally – the booking of tickets and airline tickets. The working hours for 1 person are Monday to Thursday between 7.30 a.m. and 3.30 p.m. and Fridays between 7.30 a.m. and 1.30 p.m., these times are flexibly extendable for the client and situation-dependent. We assume about 2,100 operating hours per year. At the Client's short-term request, it must be possible to provide additional staff immediately.
Due to the external effect of the services to be provided, a service-oriented behavior and a correspondingly cultivated and correct external appearance is required for the personnel employed by the Contractor for the execution of the order.
