Training center for the Chamber of Crafts in Münster - structural development and economic analysis

The training center of the Münster Chamber of Crafts (HBZ) is one of the largest training centers for the skilled crafts in Germany. It currently has 56 training workshops, 30 classrooms and 9 IT and multimedia rooms for theory lessons. Structural, spatial and structural modernization is necessary in order to meet current and future requirements for training and further education.

The HBZ has grown steadily since the opening of the first building in 1978 and has been expanded with various new buildings:

- 1978 Building C, Echelmeyerstr,

- 1985 Building A + B, Echelmeyerstr. New building,

- 1995 Born D. Echelmeyerstr. New building,

- 1970-2006 E. Daimlerweg, extension,

- 2004 Building F + G, Franz-Meis-Str. New building,

- 2012 Building H + I + K, Mecklenbecker Str. Conversion and new building.

The total of ten buildings of the training center of the Münster Chamber of Crafts (HWK) are today distributed over several locations in the city of Münster. This decentralization has proven to be increasingly problematic in recent years. A centralization of the functions and buildings at one location and the integration of the administration of the Münster Chamber of Crafts are desirable.

Elementary modernizations have not yet taken place.

The planned measures are intended to make the HBZ future-proof and enable modern teaching and learning in the craft. Funding providers have already decided that they are fundamentally eligible for funding. Due to the complexity of the building structure and the project, a detailed examination of the possible variants must be made in advance of the decision on the type of modernization (new building vs. modernization of existing buildings vs. partial new building and partial modernization). The variant analysis prepared by the contractor will then be submitted to the funding agencies for a decision on the type of modernization and its eligibility. Since the funding is to come from federal and state funds, the focus is on the profitability and expediency of the measure.

In the run-up to the variant investigations, the following services must be processed. These serve as a basis for the comparison of variants:

1. Appraisal of existing land and real estate

A valuation of the individual properties must be carried out in advance of the variant comparison.

2. In-depth examination of the building stock

Investigation for structural, energetic, technical and functional defects. A preliminary examination of all buildings from 2016 can be used as a basis for an in-depth examination of the building fabric. In this investigation, for example, any existing fire protection deficiencies were not taken into account and a pollutant investigation of the building materials used is also not available. The modernization measures required over the next 10 years must also be included in the investigation.

3. Identification of areas suitable for development (building windows, spacing areas)

A preliminary investigation must also be carried out on the basis of the development plan, which shows which options for adding storeys or which building windows (open spaces that can be built on) in which size (m 2 -Area and storeys) in Echelmeyerstraße would be possible under planning regulations (GFZ / GRZ).

4. Exploring alternative plots

In addition, an investigation must be carried out under the leadership of the HWK Münster to determine whether a suitable property can be found and acquired in the Münster area. The area must be able to accommodate the entire ideal space program (IRP) with chamber management. The prerequisite is that, according to the development plan, a mixed use of guest house / workshops / administration is permitted on the property. The connection to the public transport network must also be shown.
