Kymenlaakson Electrogrid Oy competes the services of flight imaging, laser bowling and conduction area analysis of the medium voltage and high voltage network with this acquisition. The acquisition includes Kymenlaakson Electronetwork Oy (hereinafter referred to as KSOYV) and Kaakon Areonekki Oy (hereinafter referred to as KAV).
Flying photography is used to collect accurate footage from the network to allow separate component inspection to be done on the components of the network. Component inspection is an additional option in the bid survey. Laser imaging material is collected from the wire cords and wires, with the help of which an automatic analysis is carried out, for example, of distance fillings and growth.
Collection of imagery, as well as laser bowling, is carried out by helicopter, drones, airships or similar small planes, low flying above overhead lines. The footage, laser data and results of the analysis shall be available in the Vendor Cloud Service, to which Subscribers receive rights without separate reimbursements and from which the material can be viewed on a map basis. The footage and the entire collected material should also be delivered separately on hard drives to Subscribers, in a commonly used format.

The acquisition includes work for both Kymenlaakson Electronetworks Oy and Kaakon Areomains Oy. Kymenlaakson Electrogrid owns 50% of Kaakon Areomains Oy. The total length in the tender survey phase for the Subscribers medium voltage network is 3663 km (KSOYV) and 175 km (KSOYV) and 193 km (KAV) for the high-voltage network.
The planned contract period for the acquisition is from March 1, 2022 to December 31, 2025. An additional two extension options are included in the agreement. The first extension option is for the contract period from January 1, 2026 to December 31, 2027. The second extension option is for the contract period from January 1, 2028 to December 31, 2029. The Parties agreed in writing to exercise the options no later than four (4) months prior to the end of the contract period.
Detailed descriptions of the contents of the acquisition will be sent to the Providers as an annex to the Initial RFQ. The contract will be drawn up as the procurement process progresses and details of the acquisition become more specific. The basis for comparison is the cheapest price. In addition, minimum qualitative requirements are required. In the procurement procedure, the contracting entity shall pay special attention to ensuring qualitative matters of tenderers.
