The starting point of this tender is to enter into a (1) agreement with 1 license with 1 employer with 2 'organizations' with one suitable contractor. This agreement can meet the need of both contracting authorities of a joint online E-HRM application, its implementation, the provision and arrangement of workflows and the management and maintenance of the contractor's ECtHR application.

The scope and frequency of the further contracts to be carried out under the agreements cannot be specified or foreseeable in advance.
