1. Object and aim of the procedure:
Award of services for object planning according to HOAI 2021, Part 3 Section 1, § 34 Architectural Services, Work Phases 1 - 9 for the extension with renovation of the historic town hall in Trossingen.
The town hall in Trossingen consists of 2 building parts, the historic old building, which is listed, from 1904, and the extension from 1980. The historic town hall was built in 1904 and is the heart of the administration. On the one hand, the city has grown significantly since 1980, on the other hand, the tasks have also grown, so that quantitatively too few jobs are available. Qualitatively, the town hall in the old building is not barrier-free and no longer meets the structural requirements for data protection and discretion.
Due to the increase in population and services, an expansion of the administration is necessary. The extension from 1980 is to be dismantled. At this point, a new extension building with approx. 75 workplaces, as well as a meeting room, meeting and social rooms (programme area approx. 2,800 m²) is to be built, which, together with the approx. 37 workplaces in the old building, contains all the necessary workplaces for a sustainable administration.
2. Procedure:
The VgV procedure is divided into 2 stages: In the 1st stage, architectural offices are selected to participate in the negotiations on the basis of the selection criteria listed in the application for participation. In the 2nd stage, a planning part is an award criterion within the negotiation talks. The tenderers selected in the 1st phase will be made available to the task with the relevant documents via the award platform upon presentation of a confirmation of participation. The design concept is to be presented by the bidder in a presentation in the negotiation. The quality of the tenderer's design proposal is a criterion within the award criteria used in the decision to award the contract. The award criteria and their weighting are annexed to the contract notice. The assessment of the design proposal is carried out by the commissioning committee in the same way as the assessment of the other award criteria. To assess the proposed solution, at least two expert judges (architects) with the qualifications of the participants will be consulted. The participants receive a processing fee for the preparation of the design proposal. The competition sum was determined according to RPW. A processing fee of EUR 42,000 plus the VAT valid at the time of settlement will be divided equally among the bidders. Prerequisites for the remuneration are the timely submission, completeness of the required services and valorability of the offer.
3. Order:
Depending on the project approval, the contract is awarded by the municipal council of the city of Trossingen within the framework of call-off contracts. The contractor is obliged to take over the service up to and including performance phase 9 HOAI, if the project comes to realization. The client intends to commission the services in stages and sections. There is no legal entitlement to the transfer of all performance levels.
