The Norwegian Centre for Oil Spill Preparedness and Marine Environment will develop a knowledge portal on the Internet that aims to gather, compile and make available experience-based scientific knowledge in the field of oil spill protection and clean-up of marine litter and prevention of marine litter with special emphasis on sea-based sources. The knowledge portal will contribute to the Centre’s overall goal; high awareness and knowledge about oil spill protection and marine pollution with the aim of contributing to the work for a clean sea are supported. In this work, the Norwegian Centre for Oil Spill Preparedness and Marine Environment, wants to connect with a service provider. The procurement also entails the selection of a publication solution (CMS), archive system for documents and multi-media files, etc.
The developer will assist the centre with retrieving synergy effects between the 2 disciplines.
A prototype will be established by the end of 2019.
The competition will be carried out as an open tender competition, the tenderers who are in a position to win the competition must anticipate being asked to present the tender in the evaluation phase.
The contract will be based on flexible methodology for development (SSA-S), the competition also involves an option for a maintenance contract. Furthermore, development of graphic design will also be included as an option. Prior to the announcement, the Centre has an ongoing competition for graphic design services, it is assumed that the winner of this competition will handle graphic design solutions in the knowledge portal. This will be done in close cooperation with the selected tenderer for the development of the knowledge portal and the Norwegian Centre for Oil Spill Preparedness and Marine Environment.
The maintenance contract will have a duration of 2 years + 1 year + 1 year, with a unilateral right for SOMM to extend.
