Starting position
In accordance with the resolution of the Budget Committee of the German Bundestag of 26.11.2020, the first Special Investment Programme (SIP I) provides federal funding with co-financing by the State of Thuringia for the Thuringian castle landscape. The funding period runs until 2027.
Brief description of the castle complex
For more than half a millennium, the counts and princes of Schwarzburg ruled over the town of Sondershausen am Kyffhäuser. They had the medieval castle expanded into a representative residential palace, expanded over the centuries and adapted to the respective needs of the ruler. They have left posterity a unique palace complex, in which different epochs of stately building unite in a special way. Therefore, the castle with its spatial works of art and the octagonal house as well as the 30-hectare Sondershausen park are among the most important castle complexes in Thuringia in terms of architecture and art history. Today, the castle ensemble is used as a museum, in addition to the Landesmusikakademie Sondershausen, the Carl Schroeder Conservatory have their place of work here and other institutions have their domicile.
Short description of the Jägerhausensemble
The building ensemble Jägerhaus (with coach house, courtyard and historic greenhouses) borders directly on the stables with octagonal house (concert hall) and forecourt used by the Music Academy as a seminar building and adjoins the former castle nursery at the rear. The hunter's lodge was built around 1800 as part of the horticultural-forestry farm yard of the castle. Until the end of Schwarzburg rule, it served as the administrative seat of the hunter and the forestry administration and as a guest house for the execution of stately hunts. The historical furnishings of the late Baroque-Classicist building are strongly reshaped by the subsequent intensive residential use (especially post-war years and GDR period) and partly due to progressive decay. no longer preserved. The building is empty. Use is not possible in its current state. The overall impression of the entrance situation to the castle ensemble is severely impaired by the dilapidated and cordoned-off building complex. The priority is to secure the acutely decaying building fabric, in particular the half-timbered construction and the still partly preserved historical surfaces and equipment.
planning task
Monument protection measures are carried out to preserve the cultural and architectural monument. The highest priority is given to the planning and implementation of measures for repair and property security as well as user-neutral complex renovation. A total of approx. 1,200 m² gross floor area is to be developed with the measure. The upper construction cost limit is EUR 2.4 million gross for cost groups 200 to 500 and 700 in accordance with DIN 276. The eligible costs for cost groups 300 and 400 are estimated by the client at approximately EUR 1.8 million net. The planning is to be aligned with the construction cost ceiling.
The client reserves the right to commission the service phases in stages according to HOAI §§ 33 ff according to its assessment in the fee zone III. In a first step, the assignment will be carried out pro rata for the service phases 1 and 2 HOAI with the aim of creating the security and measures concept by the 1st quarter of 2024, without legal entitlement to further commissioning. The commissioning of further work phases (3-8, from 1st quarter 2024) and construction phases exists as an option of order expansion. Depending on the commitment of the funding bodies, they can only be commissioned as a result of the audited document. The processing of performance phase 3 concludes with an application document after Zuwendungsbau (Free State of Thuringia). Applicants must have experience in the processing of grant projects.
When crediting the building fabric to be processed, the client prefers the calculation method over volumes, areas, lengths or trades (not according to rough elements according to DIN 276). Over the entire project period, the client reserves the right to limit the commissioning to partial services of individual performance levels or to individual sections of the construction project or otherwise modified. Furthermore, the client reserves the right to award partial services separately if there are special technical reasons for this. The contractor is obliged to provide the services of the further performance levels if the customer transfers them to him. Due to a step-by-step assignment in accordance with the provisions of the contract, the contractor cannot derive an increase in his fee.
On the basis of a comprehensive as-built and condition investigation, with regard to the differentiated degree of damage of the components on the one hand and on the other hand, taking into account the usage and construction history of the building ensemble and in functional connection with the already established institutions within the castle complex (campus), a user-neutral renovation concept is to be developed for the time being and structural additions and necessary extensions are to be designed. in order to classify the functions of administration, living / accommodation, public / events / seminars in the Jägerhaus ensemble appropriately and in accordance with monument regulations. Insofar as a concrete user / binding use emerges in the planning process, the user needs must be recorded and the design and the final execution adapted to it. A barrier-free or barrier-free development must be integrated. With a focus on sustainable operation and the consumption of energy and resources, an ecological building services concept must be developed. The client advocates low-tech solutions with minimally invasive careful interventions and simple operating principles instead of cost-intensive and complicated technology. The planning service described above is to be prepared in close cooperation with the Thuringian Palaces and Gardens Foundation, the representatives of the monument authority, specialist and special planners, the restorer and building researcher in an approvable, economical and sustainable manner.

The completion of the entire measure is planned for 2027, depending on funding decisions. For the implementation of the project, a competent team of architects with special qualifications in dealing with architectural monuments is sought. Proven expertise in fire protection in the monument is advantageous.
