For the city of Nierstein, a need for 40 more kindergarten places was recognized. Since there are no possibilities for expansion in any current municipal day care center, a new building is necessary.
The concept of the new day care center should be designed in such a way that an extension of the new building by at least 2 groups would be possible in principle, both in terms of building and supporting structure as well as with regard to the technical equipment.
Legal requirements for sustainability and energy saving during construction and operation must be observed. Economic solutions must be planned and savings opportunities identified. The aim is to achieve savings and to fall below the costs involved.
The following plots are planned for the construction project: parcel 478 (approx. 4,689 m²) and possibly 20/3 (approx. 675 m²) in Hoffmann-von-Fallersleben-Straße in 55283 Nierstein.
The property is located within the territorial scope of the legally binding development plan "Roßberg-West II, 4th BA with 1st amendment and supplement". The determination under building planning law according to § 9 Abs. 1 Nr. 15 BauGB is "Public green space" with the purpose of "green area/play area". The development plan must be amended in an accelerated procedure according to § 13a BauGB in accordance with the specifications of the object planning.
The subject of the invitation to tender is the provision of planning services for object planning buildings (§ 34 HOAI service phases 1-9) as well as the special services required in this context. The awarding body intends to award the planning services in stages.
In performance level 1, the awarding body intends to award the work phases 1 to 4 according to § 34 HOAI 2021 as well as the special services required in these phases for the preferred variant.
In performance level 2, the awarding body intends to award work phases 5 to 9 in accordance with § 34 HOAI 2021 as well as the special services required in these phases for the approved planning.
The services based on level 1 are optionally advertised. There is no legal entitlement to the commissioning of the further services / levels.
