Conversion of the "old school" Schneverdingen

The city of Schneverdingen intends to extensively renovate the old school from 1897 in the center of Schneverdingen to merge the city library and tourist information (e.g. barrier-free) and to renovate it energetically. The expansion and renovation of the building will increase the main usable area available to the library from approx. 310 square meters to approx. 550 square meters. During the renovation phase, the continuation of operations within the building is excluded.

The subject of the award are the service phases 2-9 of the "Technical equipment, plant groups" 1, 2, 3 according to § 53 HOAI. Due to the uses, high demands are placed on the interior design quality of the planning.

The services of the technical equipment, plant groups 4 and 5, project planning and structural planning are awarded in parallel to this ongoing process.

The measure takes place within the framework of the urban development funding "Smaller cities and municipalities - supra-local cooperation and networks".

In the center of Schneverdingen is the "old school", a building erected in 1897 as the town's primary school. The city library and some of the offerings of the district music school are currently housed here.

The aim of the measure is to expand the top floor of the building in order to secure and strengthen the function of the city library as a central integration and educational facility. The offer is to be developed and expanded both in terms of area and quality. The city library has been certified as a "library with quality and seal" by the Lower Saxony Ministry for Science and Culture since 2011. The expansion is an example of the importance that a municipal library can have within a networked extracurricular educational, social and integration offer, even in a smaller community, using external funding.

The expansion also creates the prerequisites for the popular tourist information and the Schneverdingen city marketing to be relocated to the "old school". These facilities are currently in close proximity, but in a hidden location. In this way, synergies in the use of the communal areas as well as closer cooperation and coordination of the offers of these facilities are sought. The newly established multi-purpose rooms will be used by the library and the tourist information office, but also by external groups, organizations and associations such as For example, you can use the Lüneburg Heath Nature Park, the Heidekreis Adult Education Center, the equal opportunities officer or the cultural association.

Continuation of operations within the building is excluded during the renovation phase. For the construction phase, an approximately 1 1/2 year temporary solution for the library is required. The funds required for this are provided separately from the city budget.

The "old school" is centrally located in the center of the village, directly opposite the town hall and the city fountain. To the rear is the “Rathauspassage” with shops and outdoor restaurants. A large weekly market takes place every Thursday on Schulstrasse in front of the building, on the town hall forecourt and in the Rathauspassage. The area is the heart of the annual heather blossom festival with around 40,000 guests and many other events such as B. "Music on Wednesday", classic car exhibitions and the spring and autumn market.

The public library is one of the community's outstanding voluntary services. While the offer of public libraries is increasingly restricted elsewhere, the city of Schneverdingen would like to strengthen the quality of the facility as a central communication, education and integration focus within the city's social and educational offers, despite significantly below average tax revenue (approx. -15%). The Schneverdinger Bücherei is also used by many citizens of Neuenkirchen due to its proximity and supply relationships. Neuenkirchen itself only has the temporary service of the district's mobile library, the continued existence of which is currently in question.

"Project goals and measures" - conversion and expansion of the Schneverdingen library in the "old school".

The extension and renovation of the building will increase the main usable area of approx. 310 m available to the library 2 at approx. 550 m 2 (including the multi-purpose room on the 1st floor).

- Exemplary energetic renovation of historical building substance in the dense inner-city area.

In order to maintain the historical external appearance, there is only the option of insulating the building from the inside.

The aim is to reduce the building's energy requirement after the renovation to around 1/3 of the current energy requirement.

The usable area of the building will be increased by around 25% by expanding the attic (check of receipt / renewal by the contractor). This results in an area-related reduction in the energy requirement of approx. 70%. After the renovation, the CO 2 emissions are around 50% of the current values. This means a CO 2 saving of approx. 60 t / a. The new building envelope falls below the current legal requirements of the EnEV for the renovation of old buildings by 23%.

The existing building services will be completely renewed. The existing boiler is expected to be exchanged for a gas condensing boiler with new control technology (alternatively, a connection to the local heating network is currently being examined). Overall, the new building envelope and the new building technology are well below the statutory minimum requirements for primary energy. The lighting is converted to energy-saving LED technology.

- Merging of the library with Schneverdingen Touristik and city marketing in one building.

Schneverdingen Touristik and City Marketing will have new rooms on the ground floor of around 200 m 2 in a central location.

- Barrier-free development

An elevator will be installed in the “old school”, which will enable barrier-free access to the entire building. Since it is a complete renovation, the entire building has no thresholds after the renovation and the doors are sufficiently wide for wheelchairs. The outdoor facilities will be prepared to be barrier-free and wheelchair accessible.

- Multifunctional use of the newly furnished multi-purpose room
