The procurement notice establishes a dynamic procurement system. All candidates that meet suitability requirements are accepted for the dynamic procurement system. Enrollment in the system is not bound by the candidate. The candidate can choose which contests to take place within the system. The approval of candidates for the dynamic procurement system is done by the Procurement Services of OSAO, the Educational Association.
Applications for participation in the Dynamic Procurement System (DPS) may be lodged throughout its duration.
Actual procurement is made through internal competition from DPS. At any given time, the products to be acquired and their more specific minimum requirements are described in the tenders for internal DPS tenders.
DPS targets work wear, footwear and personal protective equipment for staff and students.
The target of the Dynamic Procurement System (DPS) are work wear, work footwear and personal protective equipment for staff and students. The dynamic procurement system includes work wear, rain wear, fire retardant clothing, work footwear (safety footwear, protective footwear and professional footwear), personal protective equipment (such as respirators, hearing protectors and protective helmets), and protective gloves, among others.
The main focus groups for which these are acquired are education staff and students. Work clothes and footwear to be acquired are required for both summer and winter wear.
The dynamic procurement system is two-phase.
1. A dynamic procurement system will be established. Participants can apply to the procurement system.
2. Applications for participation are processed by the contracting entity
3. Workwear and footwear and personal protective equipment included in the dynamic procurement system will be competitive through in-system competition.
All applicants who meet suitability requirements may join the dynamic procurement system throughout its duration and all candidates approved for the procurement system may submit bids for competitions. Registration in the scheme is not bound, but is a prerequisite for participation in tenders. The suitability requirements indicated in the procurement documents shall be met throughout the existence of the dynamic procurement system.
The products and supplies to be acquired are defined in more detail in each internal competition of the dynamic procurement system.
If necessary, the contracting entity reserves the right to temporarily close DPS.
The duration of the dynamic procurement system is 48 months. The purpose of the contracting entity is to solicit bids for products to be acquired during the school The objective is for a single acquisition to include all products subject to that acquisition in the field of education beginning in August and additional supplementary procurement may be made for students starting during the academic year as needed under the same contract.
