It is crucial for DTU that the physical framework for the future research and learning environment is created through close and trusting cooperation between the parties involved, so that the optimal solutions can be developed and optimized in the project process for the benefit of both DTU, contractors and consultants. The project will therefore be developed and implemented from an early stage in close collaboration between DTU, contractors and consultants.
The pre-qualification application must be submitted jointly by at least 2 companies. Of these, one (the contractor) must wish to win the contract, while the other (the consultant) must wish to win the contract.

The building must contain facilities that can provide the framework for research and teaching in Resource Recovery, ie. recycling and utilization of residual resources such as waste, livestock manure, industrial residues, building waste as well as wastewater and reject water. The facilities must include state-of-the-art facilities for receiving, handling and reprocessing residual products, process laboratories where the materials are converted to new material resources, nutrients or energy and an analytical facility.
The project is offered as a total offering of a total contract agreement and a total consultant agreement. The contractor and consultant must together apply for prequalification as a team. The pre-qualified teams submit a comprehensive offer for the task. In addition to the general contract and the total consultant agreement, the cooperation between the general contractor, the total consultant and DTU is governed by a cooperation agreement.
When switching to a global contract, the general contractor enters into the total adviser agreement and takes over DTU's rights and obligations towards the total adviser. The contractor is then liable for the total consultant's obligations to DTU.
The tender is conducted as a competitive dialogue in accordance with the rules in sections 67-72 of the Offering Act.
DTU expects to hold 2 rounds of dialogue. However, DTU reserves the right to extend the dialogue with one or more rounds of dialogue.
