Project Management Framework Agreement for the Realization of Pre-Operational Studies and Development of Unit 2 of the Chatel Haut Patis ZAC - Application Phase
The call for competition concerns the conclusion of a framework project management agreement for the carrying out of pre-operational studies and the development of phase 2 of the Châtel Haut Patis ZAC in Redon. This is a single-contractor framework agreement with purchase orders and subsequent contracts, pursuant to Articles R. 2162-1 et seq. of the French Public Procurement Code, within the maximum limit of €650,000 excluding tax over the entire duration of its execution (including renewal). The cost of the works is estimated at 3,725,000.00 euro(s) (excl. VAT). This envelope will be divided into sectors. The project manager's commitments on the provisional budgets will be detailed by sector during the preliminary studies. In accordance with the provisions of Article R.2172-1 of the French Public Procurement Code, the content of the operational project management mission elements of this framework agreement will comply with the provisions of Article L.2431-1 and those of the Order of 22 March 2019 specifying the technical terms and conditions for the execution of project management mission elements entrusted by public project owners to private law service providers. The missions that may be entrusted to the contractor when subsequent contracts are concluded are urban project management missions (Urban and programming studies - diagnosis, development and programming scenarios, Guide plan - sketch, Modification of the construction file, Architectural, Urban, Landscape and Environmental Specifications (Cpaupe), Technical Services Limits Booklet (Clpt), Meetings with construction professionals), operational project management missions (diag, pre, avp, pro, act, visa, det, aor/doe, opc) and consultation and communication missions (participation in consultation missions - institutional and regulatory information, production of communication support and visuals of the operation). The missions that may be subject to the issuance of purchase orders are urban project management missions (prior approval of Building Permits, Project Review, Capacity Feasibility Studies, Lot Sheets, Operations Visits, Assistance during the consultation of operators / builders) and complementary missions (Solicitation of the project manager on all productions or collaborations on a technical subject). These services do not allow the identification of separate lots. The Framework Agreement is not broken down into tranches. The services that are the subject of the subsequent contracts will be processed at a global and fixed price, at unit prices, or at mixed prices. Services processed on the basis of purchase orders will be remunerated by applying the unit prices of the BPU to the quantities actually performed.
