The subject of the contract consists in the appointment of an urban planning service provider and a multidisciplinary team of project authors with a view to the implementation of the urban renewal operation of the city of Athus as approved by the Walloon Government on 15 November 2012.

The urban renewal operation of the city of Athus aims to carry out a process of urban transformation in order to give back to Athus, a city with a heavy industrial past, the positive image it deserves and an attractiveness that radiates beyond the borders. This project aims to be global, transversal and integrated. It is also part of sustainability in that it is environmentally friendly and energy efficient. It promotes innovation so that Athus is part of a "Smart" approach (reference to the concept of smart cities) without neglecting the social and human aspects of the city (taking into account and integrating all actors ... The urban renewal consultancy mission includes the following aspects and is broken down into several sub-missions. It is indeed necessary to proceed by sub-missions because at the time of drafting these specifications, the contracting authority cannot ensure and therefore initiate the full implementation of the projects. Indeed, it depends on external parameters such as for example the control of land, obtaining subsidies, ...

The project author will carry out a complete architectural mission (from design to implementation monitoring) for the implementation of public infrastructures - whether small or large - within the perimeter of the urban renewal of Athus.

Public infrastructure includes, for example:

- the creation of a square in Brüll with underground parking (see project sheet 7 of the basic file on urban renewal in annex) and the establishment on the site of a cultural centre bringing together the cultural centre and museums as well as various artistic activities.

The assignment of the project author will be to carry out the following tasks – divided into tranches – a more detailed description of which is given below. It is indeed necessary to proceed in instalments because at the time of drafting these specifications, the contracting authority cannot ensure and therefore initiate the full implementation of a project. Indeed, it depends on external parameters such as for example the control of land, the obtaining of subsidies or the granting of permits.

This mission may be conditional on the City obtaining subsidies to finance all or part of the implementation of these public infrastructures. It also does not include a minimum, as the City cannot guarantee the effective implementation of these infrastructures. In the event that one or more subsidizing authorities(ies) decide not to grant the City the subsidies necessary for the implementation of these infrastructures for any reason whatsoever, it reserves the right to renounce the realization of these infrastructures or to realize them only partially. In this case, no compensation will be due to the project author for services performed outside the promerited fees.
