Establishment of a Dynamic Purchasing System (DBS)

The DBS takes place in two phases:

1.Setting up and managing a bidding pool

The DBS shall be established for the duration referred to in point 1.2 and for the range of services of medical devices. The procedure is carried out exclusively electronically. The contracting authority shall form a pool.Any interested party may, at any time of the DBS, activate participation in the procedure and submit a request to participate. Any interested party meeting the selection criteria published in the notice shall be included in the pool of tenders. The bidder thus becomes a potential bidder and can submit a bid for the subsequent individual assorges.The bidding pool is not limited in size. Each qualified participant shall be included in the bidding pool.

2nd Quotation Phase

Specific procurement shall take the form of individual procurement within the tendering phase, as required by the contracting authority. The contracting entity shall decide on the date or number of individual contracts. It is expressly pointed out that there is no obligation on the part of the contracting authority.On the occasion of individual award, the contracting authority shall invite all participants in the pool of tenderers admitted to the DBS to submit a tender and shall inform them of the specific conditions of the contract (e.g. Quantity, delivery time, place of delivery, award criteria, etc.), unless they have already been published in the contract notice. By submitting a tender, the tenderer declares that no changes are made to the selection criteria. Tenders received shall be examined in the content and on the basis of the award criteria published. The tenderer with the most economical tender to be determined on the basis of the award criteria communicated shall be awarded the contract.

The participants admitted to the DBS bidder pool are not obliged to submit an offer as part of the individual awards.

The participants must always find out about the current status of the award procedure (the individual award). Any deadline extensions, applicant questions with the corresponding answers or other updates and changes must be accessed independently by the participant on the federal e-procurement platform. Any changes will be announced immediately by the client.
