Development operation “the Schwemmloch” at the Wantzenau mission of urban project management and development.
The purpose of this consultation is to entrust the selected contractor with an urban project management mission covering both urban aspects and development management.
It is a question of realizing a new neighbourhood in a sustainable development logic and integrating the architecture of future constructions in a “village spirit”: the implementation of environmental quality and energy sobriety is a transversal dimension to be transcribed into all project management files.
In the event of a grouping, after award, the latter must be a joint, the agent being solidary of the other members of the group.
Free variants are not allowed.
The estimated financial envelope allocated to the work amounts to EUR 7 080 000 excl. VAT (excluding work on the framework bridge already engaged).
Content of the mission.
The contract holder will be assigned, within the firm portion of the contract, the following tasks (including full project management):
a) the adjustment of the urban plan to integrate the reorientation of the project concerning the following themes: architecture (“village spirit”, collective heights), parking, water management, energy, programme evolution;
b) definition of environmental ambitions imposed on builders: energy, low carbon, biodiversity...
(c) the planning record: application file for an amending development permit;
d) the basic tasks of VRD project management (update of the AVP then PRO/ACT/DET/AOR), including coordination with dealers (electricity, telephony, gas, fiber...) and complementary VRD (Exe-Syn) project management missions;
e) the development of a knowledgeable for project adaptations (track altimetries);
(f) scheduling, piloting, coordination;
(g) assistance and advice in the implementation of the operation;
(h) Assistance in Consultation and Public Information (CREA).
Each representative can apply once, while its contractors are allowed to be candidates in different groupings. In the event of a grouping, the agent will have to respond to the quality of urban planner.
This contract notice may only be met by teams that demonstrate and justify the following skills and specializations:
1) a competency in urban planning, architecture and landscape treatment;
2) a competence in engineering Roads and Miscellaneous Networks (VRD) with a specific competence for the realization of 3D VRD design studies and their exports in IFC format;
3) Water Management Competency;
(4) competence in environmental matters, including energy engineering (in particular in the development of renewable energy and optimization of consumption);
5) Competency in OPC.
