The tender includes a contract for consultancy services for the client in connection with the construction of a sludge incineration plant at Slagelse Wastewater Treatment Plant.
SK Spildevand A/S (hereinafter "Client") has investigated the possibilities for future sludge management that is beneficial for both the climate and the environment and has decided to build a sludge incineration plant based on the technology concept monocombustion in a rotary kiln, in order to reduce the spread of microplastics, contaminants, heavy metals, etc.
The client expects the winning bidder (hereinafter "Advisor") to primarily carry out the following activities:
- Building program
- Myndighedsbehandling/myndighedsprojekt
- Tender project
- Tendering of turnkey contracts (EU tender)
- Client consultancy in connection with design
- Supervision, construction management, handover and transition to operation
An area has been designated at Slagelse Wastewater Treatment Plant where the incineration plant is expected to be built. The Adviser will assist with the final location.
The client expects the work to be divided into two turnkey contracts, the construction of the building including supplies and the incineration plant itself, including drying. Advice on both contracts is part of the contract.
Transport/pumping sludge to the incineration plant is not part of the client's advice. However, the Consultant must determine interfaces for the project concerning transport/pumping of sludge, including the Consultant must expect cooperation/coordination with the 'transport/pump project'.
In clause II.1.5 of the tender notice, the Client has stated an estimated total value of DKK 2,000,000 excl. VAT. The developer notes that the estimated total value is subject to some uncertainty.
In clause II.2.7 of the tender notice, the Client has stated 31/12/2025 as the end date. Client notes that this date only reflects the date on which the Client expects the construction of the sludge incinerator to be completed (i.e. the expected end time for construction management/supervision). The consultant contract put out to tender shall be awarded without a predetermined end date, the contract terminating when each party has fulfilled its obligations under the contract.
