The contracting entity wishes to enter into a framework agreement with one supplier who can supply cell telephones and usable prepaid cards. The cost of telephone calls shall be borne by the prisoner. It should be emphasized that there are special guidelines and requirements for security in connection with prisoners and mobile telephony.
