The contract is the subject of a single vendor framework facility, within which the subscriber handles the bulk of its software license acquisitions. The exemption is made up of licenses with its own framework arrangements, licenses sold by the manufacturer itself directly to higher education institutions, and licenses related to many information systems.
The agreement aims to reduce the amount of work used to obtain software licenses in colleges and keep procurement prices reasonable.
Colleges acquire different licenses as well as maintenance for them from different sources. However, this is not cost-effective because working time is spent looking for a suitable procurement channel. The purpose of the service is to provide a single channel for the main part of license procurement. Colleges expect to get the licenses as sightly as possible.
However, colleges also reserve the right to obtain licenses along other channels, for example through other framework arrangements, directly from the manufacturer of the license or as joint procurement with other colleges.
The acquisition of licenses is essentially the most appropriate to be handled through a single supplier. Thus, staff time does not go to the search for a suitable supply channel, almost all orders can be made electronically through the same channel.
Due to the diversity of the activities of higher education, there will also be a need for more specialized software. To obtain these, the vendor must provide support by phone and email, as well as support the acquisition of these licenses by supporting negotiations with the license provider.
The vendor must enter the information of the ordered license into a possible manufacturer's license management system.
