the proposed contract aims to provide timetable tools, school life suites and a digital workspace (Ent) for approximately 850 public and private educational institutions in the Grand Est with hosting of the solution, third-party application and evolutionary maintenance, assistance, training and security audits and DPIA; as well as a general security accreditation mission of the system. This contract shall be awarded on behalf of the group of orders made up of the contracting authorities referred to in point I.1. The Grand Est Region is the coordinator of this group.
The services are divided into 4 distinct lots presented in point Ii.2.4 below. The period of validity of the contract will run from 1 September 2023 or from its notification to the holder if it is made after that date, until 31 August 2024. Tacitly renewable contract 5 times per 12-month period, but its overall duration may not exceed 72 months
Timetable toolsThe services requested under this lot are:
- the provision of a timetable tool, associated with a deployment, operation, hosting, training and assistance service;
- the provision of interfaces to the School Life suites (lot 2) and to the Digital Work Space (lot 3), but also tools for local authorities;
- the active integration of administrative, regulatory, security and technical doctrine developments of the Ministry;
- the mobilization of the directory, connection tools and messaging provided by the holder of lot 3;
- active participation in the security accreditation and DPIA carried out by Lot 4 including audits.
As this is a large-scale project, with deployment to about 850 institutions and more than 40,000 teachers and 32,000 staff, the solution to be implemented will have to be based on technologies and an architecture allowing a consequent scalability, with availability inherent in this type of application and software maintenance. As part of the proposed contract, the project will be called My Digital Office.
The contract will be concluded in the form of a framework agreement with multi-successful purchase orders, at the rate of 2 holders, without minimum amount and for a maximum annual amount of 750,000 euros (excluding tax).
School Life SuitesThe services requested under this lot are:
- the provision of a School Life suite, associated with a deployment, operation, accommodation, training and assistance service;
- the provision of interfaces to the Timetable Tools (lot 1) and to the Digital Work Space (lot 3) including Moodle, but also tools for local authorities;
- the active integration of administrative, regulatory, security and technical doctrine developments of the Ministry;
- the mobilization of the directory, connection tools and messaging provided by the holder of lot 3;
- active participation in the security accreditation and DPIA carried out by Lot 4 including audits.
As this is a large-scale project, with deployment to about 850 schools and more than 443,000 students, 743,000 managers, 40,000 teachers and 32,000 staff, the solution to be implemented will have to be based on technologies and an architecture allowing a consequent scalability, with availability inherent in this type of application and software maintenance. As part of the proposed contract, the project will be called My Digital Office.
The contract will be concluded in the form of a framework agreement with multi-successful purchase orders, at the rate of 2 holders, without minimum amount and for a maximum annual amount of 2,400,000 euro (excluding tax).
Digital workspace, third-party modules and application interconnectionThe services requested under this lot are:
- the provision of a Digital Workspace, associated with a deployment, operation, hosting, training and assistance service;
- the provision of interfaces to Timetable Tools (lot 1) and to School Life Suite (lot 2), but also community tools;
- the active integration of administrative, regulatory, security and technical doctrine developments of the Ministry;
- the supply of the directory, connection tools and messaging (Zimbra technology) for lots 1 and 2;
- the provision of the Moodle solution;
- active participation in the security accreditation and DPIA carried out by Lot 4 including audits.
As this is a large-scale project, with deployment to about 850 schools and more than 443,000 students, 743,000 managers, 40,000 teachers and 32,000 staff, the solution to be implemented will have to be based on technologies and an architecture allowing a consequent scalability, with availability inherent in this type of application and software maintenance. Cybersecurity and GDPR expertiseThe services requested under this lot are:
- Analysis of the Safety Insurance Plans of the 5 holders of lots 1, 2 and 3;
- The production of the Global Security Insurance Plan;
- The conduct of the main security accreditation with the Grand Est Region (including AIPD);
- The declination of approvals for the other member communities of the group;
- The campaign of code audits, intrusion, control of the tightness of rights but also of operation in establishment;
- Tailor-made support and training on security and GDPR;
- The management of meetings and procedures in case of security incidents or related to personal data.
The contract will be concluded in the form of a framework agreement with single-award purchase orders without minimum amount and for a maximum annual amount of 1,000,000 euro (excluding tax).
