DiBK would like to procure a publication system and re-establish dibk.no and other associated systems on a platform that is adapted to the current need and future requirements. The procurement also includes a service delivery for operation and maintenance, as well as consultancy services for management, user experience, and technical implementation after the current content has been migrated to the new system.

The contracting authority plans to invite three to five tenderers to submit a tender. If more than three to five qualified tenderers submit a request for participation in the contest, the contracting authority will select the tenderers on the basis of these selection criteria:

- The reference projects' relevance for this procurement (70%) 

- Delivery capacity and ability (30%).

The scope in the procurement has two parts:

1. The establishment phase:

- Establish a new publication system with the required integrations, and migrate and re-establish the current content from the existing publication system to the new publication system. 

- Establish a system for the presentation of regulations and guidelines with content from the management system for building rules.

2. The service delivery:

- Operation and maintenance of a new platform after the current content has been migrated to the new platform.

- Consultancy services for content management, user experience, and technical implementation.
