The Prussian Cultural Heritage Foundation (SPK) intends to conclude several framework agreements for the performance of maintenance work (maintenance, inspection, repair) of the smoke and heat exhaust ventilation systems (SHEV systems) of its facilities.

All services covered by the framework agreements result from this service description in conjunction with the service specification/price sheet.

The framework agreement is set at a fixed order volume. As soon as the volume of the framework agreement is exhausted, the framework agreement expires. The framework agreement will be concluded for an initial period of two years. The maximum duration of the framework agreement is 4 years.

SHEV systems of the head office of the Prussian Cultural Heritage Foundation (HV)

The current scope of SHEV systems is determined by the inventory lists.

The contractor undertakes to carry out the maintenance work (maintenance, inspection, repair and expert examination) on the smoke and heat exhaust ventilation systems of SPK by qualified personnel in accordance with the enclosed draft contract.

Maintenance includes regularly necessary measures to maintain the perfect condition and function of the plant(s) in accordance with the client's work instructions, including the removal of operational contamination of the systems themselves (measures to delay the depletion of the existing wear and tear stock).

For this purpose, the client provides verifiable service catalogues on the basis of work cards. Performance characteristics that are not included in the documents, but are part of the manufacturer-specific maintenance of the systems and their components, must be incorporated into these maintenance service catalogs and provided with completion notes and condition assessment on time.

In connection with the maintenance, the contractor is obliged to carry out the repair work that is essential for restoring the target condition, is not already recorded in the work card and does not increase the normally expected time required for maintenance.

The contractor must carry out other repair work on request within a reasonable period of time.

The inspection includes the regular inspection of the equipment for proper condition and proper functioning (measures to determine and assess the actual condition of a unit, including determining the causes of wear and tear and deriving the necessary consequences for future use).

Repair includes the elimination of malfunctions and defects, the delivery of all necessary spare parts and the renewal or repair of all worn or defective parts of the system (necessary measures that are carried out to restore the function of a faulty unit).

The contractor is obliged - even outside the regular maintenance dates - to remedy faults that impair the safety of the plant or endanger the use of the building. He must ensure this by setting up an on-call service with an on-call centre.

The contractor undertakes to carry out the expert inspection of SPK's smoke and heat exhaust ventilation systems in accordance with Section 2 (3) of the Works Constitution Ordinance by independently publicly appointed experts with approval from the State of Berlin.

The statutory provisions, in particular the accident prevention regulations and the generally accepted rules of technology, must be observed.

The contractor is obliged to use only appropriately qualified specialists.

The current scope of SHEV systems is determined by the inventory lists.

The contractor undertakes to carry out the maintenance work (maintenance, inspection, repair and expert examination) on the smoke and heat exhaust ventilation systems of SPK by qualified personnel in accordance with the enclosed draft contract.

Maintenance includes regularly necessary measures to maintain the perfect condition and function of the plant(s) in accordance with the client's work instructions, including the removal of operational contamination of the systems themselves (measures to delay the depletion of the existing wear and tear stock).

For this purpose, the client provides verifiable service catalogues on the basis of work cards. Performance characteristics that are not included in the documents, but are part of the manufacturer-specific maintenance of the systems and their components, must be incorporated into these maintenance service catalogs and provided with completion notes and condition assessment on time.

In connection with the maintenance, the contractor is obliged to carry out the repair work that is essential for restoring the target condition, is not already recorded in the work card and does not increase the normally expected time required for maintenance.

The contractor must carry out other repair work on request within a reasonable period of time.

The inspection includes the regular inspection of the equipment for proper condition and proper functioning (measures to determine and assess the actual condition of a unit, including determining the causes of wear and tear and deriving the necessary consequences for future use).

Repair includes the elimination of malfunctions and defects, the delivery of all necessary spare parts and the renewal or repair of all worn or defective parts of the system (necessary measures that are carried out to restore the function of a faulty unit).

The contractor is obliged - even outside the regular maintenance dates - to remedy faults that impair the safety of the plant or endanger the use of the building. He must ensure this by setting up an on-call service with an on-call centre.

After reporting a malfunction, the contractor must immediately initiate its rectification and must complete it within a maximum period of 24 hours. If unacceptable delays occur for plant-specific reasons, a fault analysis must be prepared within this period and sent to the office named by the client. If dangers to life, health or the environment, as well as material damage, may occur, the contractor must arrange for emergency operation.

The use and exploitation of telecontrol functions is not possible.

The contractor must carry out the service in such a way that the safety of the systems is maintained. Operational readiness must be maintained during the provision of services, as far as possible.

If the contractor detects or suspects defects or damage that could jeopardize the operational safety or safety of a plant, he must notify the responsible contact person of SPK immediately. This applies in particular to conditions and situations that can endanger the life and limb of visitors and employees. A particularly high level of responsibility arises from the fact that the facilities in the facilities are operated for the proper storage and presentation of cultural and artistic assets. Negligence in maintenance, operation or repairs can lead to irreparable damage to irreplaceable original works.

The services of the contractor also include

- the preparation and support of the legally required safety tests by recognized experts;

- the certification of safety-related tests to be carried out by experts of the contractor on the basis of public law regulations (e.g. state building regulations, product safety law, federal immission control law, workplace ordinance, industrial safety ordinance, (accident prevention regulations) as well as generally accepted rules of technology (e.g. DIN, VDE).

In accordance with the Workplace Ordinance (ArbStättV) / Works Ordinance (BetrVO), these SHEV systems must be inspected every three years by a recognised test engineer who has a licence for these types of systems.
